Description Consultancy Services For The Formulation Of The Ilocos And Pangasinan Region 1 Historical Trail Project Background This Project Aims To Assess And Validate The Existing Inventory Of Historical Sites Within The Ilocos And Pangasinan Region And To Prepare The Potential Historical Sites To Be Formulated As Part Of A Region-wide Historical Trail Project Encompassing The Spanish Colonial Era To The World War Ii Relics Through The Engagement Of A Technical Writer Who Shall Work Closely With The Department Of Tourism Regional Office I In Attaining The Objectives Of The Project. The Project Aims To Promote Historical Tourism By Developing And Enhancing Educational Tours In The Region. Through The World War Ii And The Spanish Colonial Era, Time Route And Stories Will Be Developed And Formalized In The Areas Of The Ilocos And Pangasinan Region Known To Have Numerous Historical Sites And Destinations. In Addition, The Project Does Not Only Aim To Draw Tourists And Visitors From Around The World But It Will Also Highlight Patriotism And The Appreciation Of Students For War Heroes And Great Men Who Have Fought For Our Freedom And Liberation From Foreign Invaders. In Addition, This Venture Aims To Instill In The Youth The Importance Of Peace That We Now Enjoy As A Result Of Our Past Soldiers’ Gallantry And Ultimate Sacrifice. The Regional Office Hopes To Establish A Range Of Historical Trails Along With Chronological Routes And Narratives To Highlight The Historical Significance Of Various Sites And Destinations Across The Region. Part Of The Development Of The Regional Historical Trail Is The Formulation And Creation Of Various Circuits And Tour Packages Which Can Be Offered To Tourists Entering The Region Through A Seminar And Workshop On Tour Package And Development Which Will Be Participated By Various Concerned Public And Private Stakeholders. Finally, The Project Will Be Culminated Through A Familiarization Tour Showing Stakeholders And Media An Established Historical Trail Project In Each Of The Four Provinces Of The Ilocos And Pangasinan Region. Eligibility Requirements The Consultancy Firm Shall Be Able To Provide A Technical Writer Who Is Eligible To The Following Qualifications: A. Post Graduate Degree In At Least Any Of The Following Fields: History, Culture, Heritage, Tourism As Well As A Degree In A Field Of Direct Relevance To The Project; B. Must Have Relevant Experience In Historical Tourism And Cultural Mapping; C. Must Be Knowledgeable About Ww Ii And The Spanish Era; Affiliation To Any Related Association Would Be An Advantage. D. Must Have At Least Three (3) Years Of National Or Regional Experience In The Preparation Of Tourism Plans, Strategies, Frameworks, Or Roadmaps; E. Must Have Formulated At Least Two (2) Tourism-related Circuit Development Plans For Any National Government Agency Or Local Government Unit; F. Extensive Engagement In Editing And Fact-checking; And G. High Level Proficiency In Standard Computer Software, In Particular, Microsoft Word, Excel, Publisher And Power Point. Scope Of Work A. Participate In The Coordination Meetings, Do Data Gathering, Site Validations And Other Similar Activities Necessary For The Completion Of The Project Incorporating The Historical Trail Sites; B. Coordinate With Various Offices And Tourism Stakeholders; C. Consolidate Data And Documentation, And Other Related Primary And Secondary References; D. Conceptualize Historical Trails Within Region 1 In The Proper Publication Format To Be Finalized In A Book Form; E. Prepare The Book Outline, Body, Action Plan, Appendices, References And Other Attachments; F. Prepare Draft Book And Final Copies Of The Book – Soft Bound, A4 Size, 10 Books; G. Present Updates In Power Point Presentation When Necessary; H. Proofread And Edit Contents Of The Book; I. Provide Photo And Video Documentation Of Historical Sites To Be Turned-over To The Dot Regional Office In Raw Files Through Google Drive; J. Provide Other Technical Support As Maybe Required During The Project; And K. Participate In Virtual And Physical Meeting As Necessary. Working Arrangements A. Engagement Shall Begin Upon Receipt Of Notice To Proceed Until Turn-over And Acceptance Of The Region 1 Historical Trail And Other Related Documents To The Department Of Tourism Regional Office 1; B. All Related Activities And Interaction By The Technical Writer Must Be Done In Coordination Of Dot Regional Office 1 Project Officers For Documentation And Monitoring Purposes; C. The Technical Writer Shall Render Deliverables On The Agreed Timeline As Stated In The Approved Work Plan; D. The Technical Writer Shall Edit, Revise, And Format The Plan Document With Guidance From The Dot Region 1; E. The Technical Writer Shall Conduct Himself In Accordance With The Code Of Conduct And Ethical Standards Of Government Employees; F. All Information Provided By The Department And Product Development Committee Shall Be Treated With Utmost Confidentiality. In The Event That Confidentiality Is Proven Breached, The Technical Writer Is Held Liable And A Case In The Proper Court Of Law Shall Be Filed; G. All Data, Materials, And Reports Are Considered Property Of The Department And Shall Be Formally Turned Over By The Technical Writer To The Tourism Product Development Committee And Dot Regional Office 1 Upon Submission Of The Final Draft. Use Of Outputs From This Engagement Requires Prior Approval From The Dot; H. The Dot Regional Office Will Work Closely With The Technical Writer Regarding The Technical And Administrative Requirements Of The Project, Including Monitoring Of The Progress Of Project Activities; And I. Payment Shall Be Made Upon The Technical Writer’s Satisfactory Completion Of The Key Outputs/book. Deliverables And Timeline Deliverable Timeline A. Draft Historical Trail, In Printed And Digital Format With Corresponding Presentation In Ppt Or Pdf Format. Book Shall Contain Spanish Trail As Part 1 And Ww Ii Trail As Part 2. Two (2) Months From Receipt Of Notice To Proceed (ntp) B. Final Historical Trail In Printed And Digital Format With Corresponding Soft Bound Books (10 Pcs) One Month After The Approval Of The Draft Plan By The Dot R1 Approved Budget For The Project The Approved Budget Cost For Technical Writing Services Is One Hundred Seventy Thousand Pesos (php 170,000.00) Inclusive Of All Applicable Government Taxes, Payable In Tranches Based On The Submitted Milestone Report And On A Send-bill Arrangement (government Procedure). • First Tranche Payment (50% Of The Total Contract Cost) Upon Delivery And Approval Of Deliverable A. • Second Tranche Payment (50% Of The Total Contract Cost) After Delivery And Approval Of Deliverable B.
