The Department Of Social Welfare And Development (dswd), Through The Pantawid Pamilyang Pilipino Program (4ps) Funds For Cy 2025 Intends To Apply The Sum Of Six Million Four Hundred Ninety-eight Thousand Pesos (php6,498,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The “procurement Of Consultancy Services For The 2025 4ps Social Welfare And Development Indicator (swdi) Spot Check” Under Rei No. Gop/25-dswd-003. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Dswd Now Calls For The Submission Of Eligibility Documents For The Spot Check Of Swdi Data Throughout The Swdi Process, Which Specifically Aims To: I. Monitor Actual Data Collection And Encoding Conducted By The Field Offices; Ii. Ensure Proper Administration Of The Swdi Tool Based On The Swdi Manual; Iii. Guarantee Precise Data Entries In The Swdi Information System; Iv. Collect Feedback From Beneficiaries On The Conduct Of The Assessment; V. Identify Best Practices And Areas For Improvement In The Swdi Process; Vi. Evaluate Regional Disparities In Data Collection And Administration Quality; Vii. Enhance Data Utilization For Policy-making And Program Improvement; Viii. Report On Data Quality Issues And Recommend Corrective Actions Eligibility Documents Of Interested Consulting Firms Must Be Duly Received By The Bac Secretariat On Or Before 21 January 2025 At 9:00 A.m. The Criteria And Rating System For Shortlisting Are: Criteria Rating System Percentage Qualification Of Lead Consultant/spot Check Manager 50% Education 10 - Has A Relevant Doctoral Degree 7 - Has A Relevant Master’s Degree 10% Number Of Years Of Experience In Conducting/ Managing Surveys 20 - Ten (10) Or More Years Of Experience 19 - More Than Eight (8) To Less Than 10 Years Of Experience 17 - More Than Seven (7) To Eight (8) Years Of Experience 15 - Minimum Of Seven (7) Years Of Experience 20% Number Of Survey Reports Authored 20 - Ten (10) Or More Survey Reports Authored 18 - Five (5) To Less Than Ten (10) Authored 15 - Four (4) Reports Authored Or Co-authored 20% Applicable Experience Of The Consulting Firm 50% Number Of Years Of Survey Experience 25 - Ten (10) Or More Years Of Experience 22 - Six (6) To Less Than Ten (10) Years Of Experience 19 - Five (5) Years Of Experience In Conducting Survey And Evaluation 25% Number Of Completed Survey Projects 25 - Ten (10) Or More Completed Relevant Survey Projects 23 - Ten (10) Or More Completed Survey Projects But Not Relevant 22- Six (6) To Nine (9) Completed Relevant Survey Projects 21 - Six (6) To Nine (9) Completed Survey But Not Relevant 20 - Minimum Of Five (5) Completed Relevant Survey Projects 19 - Minimum Of Five (5) Completed Survey Projects But Not Relevant 25% Total 100% Passing Rate 75% Should Only One (1) Or Less Than The Required Number Apply For Eligibility And Shortlisting, Pass The Eligibility Check, And/or Pass The Minimum Score Required In The Short Listing, The Bac Shall Consider The Same. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation (qbe) Procedure. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 8. The Contract Shall Be Completed Within Seven (7) Months From Receipt Of The Notice To Proceed. 9.
