Description Request For Expression Of Interest For The Procurement Of Consultancy Services For The Development Of Program Monitoring And Evaluation (m&e) Plan And Data Collection Rei No. Gop/25-dswd-001 (pr No. 2024121781) 1. The Department Of Social Welfare And Development (dswd), Through The Pantawid Pamilyang Pilipino Program (4ps) Funds For Cy 2025 Intends To Apply The Sum Of Two Million Pesos (php2,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The “procurement Of Consultancy Services For The Development Of Program Monitoring And Evaluation (m&e) Plan And Data Collection” Under Rei No. Gop/25-dswd-001. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Dswd Now Calls For The Submission Of Eligibility Documents For The Development/ Enhancement Of A Comprehensive M&e Plan, Specifically To: I. Establish A Clear And Structured M&e Frameworks That Align With The Obs' Respective Goals And Objectives; Ii. Engage Obs In M&e Process, Ensuring Their Perspective And Feedback Are Incorporated Into Program Planning; Iii. Leverage The Consultants' Specialized Knowledge And Extensive Experience In Developing M&e Plans, Ensuring A High-quality And Robust Framework; And Iv. Expedite The Development Of The M&e Plan, Ensuring It Is Completed Efficiently And Within The Desired Timeframe. Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before 21 January 2025 At 9:00 A.m. At The Bac Secretariat Office, 2nd Floor Mahusay Building, Dswd Central Office, Ibp Road, Constitution Hills, Quezon City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act (ra) No. 9184, Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of Five (5) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Shortlisting Are: Criteria Experience – At Least 3 Years Work Of Experience In The Area Of Monitoring And Evaluation, Research/evaluation Setting, Policy Development, And/or Analysis A. More Than 5 Years Of Experience - 35 Points B. 4-5 Years Of Experience - 30 Points C. At Least 3 Years Of Experience - 25 Points 35 Points Expertise – Has Expertise In Preparing/developing M&e Frameworks (e.g. Theory Of Change, Logical Framework) And Methodologies Both Qualitative And Quantitative. A. 4 Or More Projects/technical Documents Completed/produced Related To Monitoring And Evaluation - 35 Points B. At Least 3 Projects/technical Documents Completed/produced Related To Monitoring And Evaluation - 30 Points 35 Points Engagements – At Least Three (2) Years Of Combined Experience In Working With Both The Philippine Government And International Organizations. A. More Than 5 Years Of Experience – 30 Points B. At Least 3 - 5 Years Of Experience - 25 Points C. At Least 2 Years Of Experience - 20 Points 30 Points Total 100 Points Passing Score 75 Points Should Only One (1) Or Less Than The Required Number Apply For Eligibility And Shortlisting, Pass The Eligibility Check, And/or Pass The Minimum Score Required In The Short Listing, The Bac Shall Consider The Same. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation (qbe) Procedure.
