Description Request For Proposal (negotiated Procurement - Small Value Procurement – Consulting Firm) Hiring Of Consultancy Service For The Rapid Assessment Of The Implementation Of Bangun Program Dswd Rfp No. 24-gop-svp-cf-011 (pr No. 2024121779) 1. The Republic Of The Philippines, Through The Department Of Social Welfare And Development – Bangun Program Cy2024 Funds Intends To Apply The Sum Of Nine Hundred Ninety-five Thousand Pesos (php995,000.00) Being The Approved Budget For The Contract (abc) For The Hiring Of Consultancy Service For The Rapid Assessment Of The Implementation Of Bangun Program Under Dswd Rfp No. 24-gop-svp-cf-011. 2. Objectives General Objectives: The General Objective Of This Proposal Is To Choose And Hire The Services Of An Independent Consultancy Group To Conduct A Rapid Assessment Of The Implementation Of The Bangsamoro Umpungan Sa Nutrisyon (bangun) Program Who Can Effectively Assess And Evaluate The Readiness For Expansion And Institutionalization Of The Bangun Program By Assessing Its Outcomes, Processes, And Stakeholder Perceptions. Specific Objectives: A. To Assess The Program’s Impact On The Nutritional Status Of Beneficiaries And Its Operational Efficiency From 2017 To 2024; And B. To Assess Stakeholder Perceptions Of The Program’s Implementation And Identify Areas For Improvement To Support Expansion And Institutionalization. 3. Expected Outputs The Consultant/s, In Coordination With The Program Management Offices Of The Bangun, Is Expected To Deliver The Following: A. Development Of A Conceptual Framework To Explicitly Illustrate The Relationships Between The Program’s Interventions, Outcomes, And The Various Factors Influencing Its Effectiveness That Are Based On The Theory Of Change And Results Framework Of The Program; B. Creation Of A Research Design Utilizing Both Qualitative And Quantitative Methods That Are Appropriate For The Rapid Assessment. This Includes A Review Of Secondary Data And The Development Of Tools And Questionnaires For Surveys, Focus Group Discussions And Key Information Interviews (kiis) Both In The Form Of Pencil And Paper Or Online (google Forms); C. Development Of A Sampling Strategy For The Rapid Assessment By Including Specific Sampling Techniques Within Each Province/municipality (e.g., Stratified Random Sampling, Cluster Sampling). Additionally, Incorporating A Table Outlining The Target Sample Size Per Province/municipality Will Enhance Clarity And Readability. Since Different Stakeholders Will Be Involved In The Rapid Assessment, It Is Essential To Specify The Data Collection Methods For Each Group To Identify And Evaluate The Strengths, Weaknesses, And Areas Of Improvement Of The Program; And D. Produce A Final Narrative Report Of The Rapid Assessment On The Implementation Of The Bangsamoro Umpungan Sa Nutrisyon (bangun) Program That Will Serve As A Reference For Program Implementers And Decision Makers For Any Purpose It May Serve Especially In Expanding And Institutionalizing The Program To Ensure Long-term Sustainability And Impact. 4. Scope Of Service And Methodology The Consultant Will Be Required To Conduct And Deliver The Following: A. Inception Report – The Consultant Shall Prepare And Submit An Inception Report As A Means Of Ensuring Mutual Understanding Of The Consultant’s Plan Of Action To Adhere To The Expected Deliverables And Outputs. It Shall Also Include A Timeline For The Conduct Of Activities Including Pre-work With Dswd. The Inception Report Shall Also Include A Brief Overview Of The Methodology Or How The Consultation Workshop Shall Be Used To Gain Significant Input From Stakeholders. B. Evaluation Design With Data Gathering Tools/instruments – The Consultant Shall Be Responsible For Developing A Comprehensive Research Design That Outlines The Following: • A Detailed Plan Specifying The Various Methods That Will Be Used To Gather Data For The Impact Evaluation; • Specific Tools/instruments For Each Data Collection Method; • Plan For Selecting Respondents, Implementers, And Other Relevant Stakeholders For Data Collection; And • Strategy Outlining Procedures For Data Storage, Cleaning, Coding, And Analysis To Ensure Data Security And Integrity. The Evaluation Will Utilize A Mixed-methods Approach, Incorporating Both Qualitative And Quantitative Data Collection And Analysis. C. Conduct Of Data Gathering Activities – The Consultant Shall Be Responsible For Overseeing All Aspects Of Data Collection Activities, Ensuring High-quality Data For The Rapid Assessment. This Includes: • Management Of Data Collection Teams; • Data Collection Logistics; And • Transcription Services D. Validation Sessions/meetings – The Consultant Shall Conduct Validation Sessions/ Meetings With The Bangun Program Implementers, The National Program Management Office (npmo), The Regional Program Management Office (rpmo), And The Provincial Program Management Office (ppmo). This Activity Shall Be Conducted To Collaboratively Review And Analyze The Preliminary Findings From The Rapid Assessment. It Also Aims To Foster Knowledge-sharing And Collaboration Between Stakeholders For A More Comprehensive Evaluation Report. E. Draft Rapid Assessment Report Outline – The Consultant Shall Develop A Draft Outlining The Background Of The Study, Research Methodology, Statement Of The Problem, Objectives Of The Study, Conceptual Framework, Review Of Related Literature, Scope And Limitation, Data Collection Methods, Key Findings, Discussion Of Results, And Recommendations For The Improvement Of The Program Implementation. Alongside This Output, The Consultant Is Also Responsible For Presenting The Quantitative And Qualitative Findings In A Clear, Concise, And Visually Appealing Manner Using Tables, Charts, And Graphs. F. Final Evaluation Report – The Consultant Shall Deliver A Final Narrative Report Of The Rapid Assessment Of The Implementation Of The Bangsamoro Umpungan Sa Nutrisyon (bangun) Program That Will Serve As A Reference For Program Implementers And Decision Makers For Any Purpose It May Serve Especially In Expanding And Institutionalizing The Program To Ensure Long-term Sustainability And Impact. Each Deliverable, Particularly On The System Modules, Must Be Provided To The Ictms And Ico, Along With The Source Code. Deliverables Will Be Subject To Liquidated Damages If Submitted Beyond The Allotted Timeline, Which Is 15-30 Calendar Days Upon Acceptance And Approval. Only Work Outputs Or Deliverables Deemed Acceptable Will Be Compensated. Failure To Submit The Expected Output On Time Will Result In A Deduction Of One-tenth Of One Percent (0.001) Per Day From The Payment For The Covered Work Output/deliverable Unless Satisfactorily Justified. 6. Governance And Accountability The Consultant Shall Closely Coordinate With The Bangun Program Npmo, Particularly In The Implementation Of The Study Including Issues/concerns Or Other Matters Affecting The Scope Of Work/deliverables. The Performance Of The Assignment Shall Be Under The Overall Supervision Of The Nutritionist-dietitian V Of The Bangun Program. All Materials Produced Or Acquired Under The Terms Of This Consultancy Shall Remain The Property Of The Dswd. The Dswd Retains The Exclusive Right To Publish Or Disseminate The Reports And Studies Arising From Such Materials Even After The Termination Of This Consultancy. 7. Popularization Of Findings The Project Entails Delivering Presentations To High-ranking Officials Such As The Dswd Secretary And Execom Members, As Well As To Relevant Agencies And Organizations. Additionally, It Involves Reaching A Broader Audience Through The Publication Of Finalized Materials On The Official Website Of Dswd, Including Policy Briefs And Advocacy Materials. Furthermore, The Culmination Of The Project Involves Co-authoring And Academic Paper With Dswd For Publication In A Peer-reviewed Journal. 8. Professional Qualifications Of The Consultants Qualifications Of The Project Manager: A. Education: At Least A Master’s In Nutrition, Nutrition And Dietetics, Community Nutrition, Nutrition And Food Science, Public Health, Public Health Nutrition, Public Administration, Social Science, Or Other Related Fields Such As But Not Limited To Developmental Studies, Management Psychology, Public Policy, Social Work, Etc. B. Expertise In Nutrition Or Public Health: At Least Five (5) Years Of Experience Working On Projects Related To Nutrition, Public Health, And/or Social Welfare Policies, Programs And Initiatives Within The Philippine Context. At Least One (1) Year Of Experience Working On Projects Related To Nutrition Policies, Guidelines, And Programs. C. Evaluation Experience: Significant Background In Evaluation Methodologies, Including Designing And Implementing Evaluation Frameworks, Conducting, And Interpreting Evaluation Findings, Illustrated By Completing At Least Two (2) Evaluation Projects. Qualifications Of The Firm: A. At Least Three (3) Years Of Experience Conducting Evaluation And/or Assessment Studies. B.
