The Department Of Social Welfare And Development (dswd), Through The Information And Communications Technology Management Service (ictms) Funds For Cy 2024 Intends To Apply The Sum Of Three Million Nine Hundred Forty-one Thousand Eight Hundred Eighty-nine Pesos And Sixty Centavos (php3,941,889.60) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For “hiring Of Consulting Services For Developing The Electronic Management Of Programs, Services And Opportunities For The Welfare And Rights Of Persons With Disabilities (empower Pwds) Application” Under Dswd Nnp No. 25-tfb-001. 2. The Dswd Now Invites Legally, Technically And Financially Capable Consulting Firms For The Software Development Cycle To Establish The Empower Pwd Website, Web And Mobile Application, Which Aims To: A. Analyze The Business Requirements Of The Program; B. Design And Develop The Empower Pwd App, Including A Public-facing Website Based On The Specified Business Requirements; C. Perform The Necessary Quality Assurance Tests For The Empower Pwd Application, Including The Privacy Impact Assessment; D. Assist In The Deployment Of The Empower Pwd Application, Including The Conduct Of Training Of Trainers; And E. Provide A Warranty Service Upon Post-deployment Of The Empower Pwd Application. Interested Consultant/s Are Requested To Submit The Eligibility Documents, Technical, And Financial Proposals As Specified In The Herein Attached Checklist Of Eligibility, Technical, And Financial Documents. 3. The Procurement Procedure That Will Be Adopted Is Negotiated Procurement Considering That There Has Been Two Failure Of Biddings Pursuant To Section 53.1 Of The Implementing Rules And Regulations (irr) Of Republic Act 9184 (r.a. 9184), Otherwise Known As The Government Procurement Reform Act (gpra). The Procurement Is Restricted To Filipino Citizens/sole Proprietorships, Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To R.a. 5183 And Subject To Commonwealth Act 138. The Bids And Awards Committee (bac) Will Engage In Negotiation A Sufficient Number Of Consulting Firm/s To Ensure Effective Competition. If Only One (1) Consultant Respond To The Notice/invitation Or Posting, The Bac Shall Proceed With The Negotiation Subject To The Rules Prescribed In The 2016 Revised Irr Of Ra 9184. The Selection Of The Successful Offers Shall Be Based On The Best And Final Offer That Will Be Submitted On A Specified Date, Which Could Meet The Dswd’s Minimum Technical And Financial Requirements And Does Not Exceed The Abc. 4. The Deadline For The Submission Of Proposals (technical And Financial Documents) Is On 21 January 2025 At 09:00 A.m. Which Shall Be Delivered At The Bac Secretariat Office, 2nd Floor, Mahusay Building, Dswd Central Office, Ibp Road, Constitution Hills, Quezon City. Late Proposals Shall Not Be Accepted. 6. The Opening Of Quotations/proposals And Negotiation Will Be Scheduled Within The Day Of The Deadline For The Submission Of Quotation/proposal, To Be Held At The Bac Conference Room, 2nd Floor Mahusay Building, Dswd Central Office, Ibp Road, Constitution Hills, Quezon City. 7. The Procuring Entity Shall Evaluate Proposals Using The Quality-cost Based Evaluation (qcbe), At 85% (technical Proposal) And 15% (financial Proposal) Ratio. The Criteria And Rating System For The Evaluation Of Quotations/proposals Shall Be Provided In The Terms Of Reference. 8. The Contract Shall Be Completed Within Four (4) Months From Receipt Of The Notice To Proceed. 9.
