Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. The Contract To Be Awarded Shall Be Subject To Gppb Guidelines On The Implementation Of Early Procurement Activity (gppb Circular 06-2019) Which Provides That This Contract May Only Be Awarded Upon The Approval And Effectivity Of The General Appropriations Act (gaa) Of 2025 Or The Reenacted Budget, And The Abc Therefore Remains Without Any Reduction. 2. Prospective Bidders Should Be (1) Registered With And Classified By The Philippine Contractors Accreditation Board (pcab) With Pcab License Category Of Medium A For License Category B. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Annex Ii-1.1 B Section Ii And Iii Of Bidding Documents. 4.
