The Dpwh-ncr Through The Nep 2025 (undertaken Through Early Procurement Activity) Intends To Apply The Sum Of Php 161,957,210.29 Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Contract Id No. 25o00037 – Construction Of Drainage System Along Sumulong Highway Including Laterals, Marikina City (phase Iv). Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Dpwh-ncr Through Its Bids And Awards Committee Now Invites Bids For The Hereunder Works: Name Of Contract : Construction Of Drainage System Along Sumulong Highway Including Laterals, Marikina City (phase Iv) Station Limits : - Contract Id No. : 25o00037 Project Location : Marikina City Work Location : Sumulong Highway Approved Budget For The Contract : Php 161,957,210.29 Contract Duration : 270 Calendar Days Bidders Should Have Completed A Contract Similar To The Project. The Description Of An Eligible Bidders Is Contained In The Bidding Documents, Particularly, In Section Ii (instruction To Bidders). 3. Prospective Bidders Should Be (1) Registered With And Classified By The Philippine Contractors Accreditation Board (pcab) With Pcab License Category A And Size Range Medium B. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Annex Ii-1.1 B Section Ii And Iii Of Bidding Documents. Contractors/applicants Who Wish To Participate In This Bidding Are Encouraged To Enroll In The Dpwh Civil Works Application (cwa) At The Dpwh – Central Office, Procurement Service (prs) 5th Floor, Bonifacio Drive, Manila, While Those Already Enrolled Shall Keep Their Records Current And Updated. The Contractor’s Eligibility To Bid On The Project Will Be Determined Using The Dpwh Contractor Profile Eligibility Process (cpep) And Subject To Further Post-qualification. Information On Registration Can Be Obtained From The Prs During Working Weekdays From 7:00 Am To 4:00 Pm Or At The Dpwh Website Www.dpwh.gov.ph. 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary Pass/fail Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act 9184 (ra 9184), Otherwise Known As The "“government Procurement Reform Act”. The Contract Shall Be Awarded To The Lowest Calculated Responsive Bidder (lcrb) Who Was Determined As Such During Post-qualification. 5. The Procurement Of The Project Is Undertaken Through Early Procurement Activity (epa), In Accordance With The Attached Gppb Circular 06-2019 “guidelines On The Implementation Of Early Procurement Activities (epa)”, Which States In Its Implementing Guidelines, That: “3.1 Epa Shall Refer To The Conduct Of Procurement Activities, From Posting Of The Procurement Opportunity, If Required, Until Recommendation Of The Bids And Awards Committee (bac) To The Hope As To The Award Of The Contract, For Goods To Be Delivered, Infrastructure Projects To Be Implemented And Consulting Services To Be Rendered In The Following Fiscal Year, Pending Approval Of Their Respective Funding Sources. 3.2 The Award Of Contract For Procurement Projects Undertaken Through Epa May Be Made Only Upon: 3.2.1 Approval And Effectivity Of Their Respective Funding Sources, To Wit: (i) Gaa; (ii) Corporate Budget; (iii) Appropriations Ordinance; Or (iv) Loan Agreement In The Case Of Faps; Or 3.2.2 The Re-enactment Of The Previous Year’s Budget Which Constitutes The Current Year’s Authorized Budget, When Authorized By The Constitution, Law Or Rules.” 6.
