Description Request For Expression Of Interest Consulting Services For The Construction Supervision Of Contract Packages 1, 2 And 3 Under Stage 2 Of The Laguna Lakeshore Road Network (llrn) Project – Phase I, Under Adb Financing 1. The Republic Of The Philippines , Through The Department Of Public Works And Highways (dpwh), Has Applied For A Loan From The Asian Development Bank (adb) Towards The Cost Of The Implementation Of The Laguna Lakeshore Road Network (llrn) Project – Phase I. Part Of The Proceeds Of The Loans Is Intended For Payment Of The Consulting Services For The Construction Supervision Of Contract Packages 1, 2 And 3 Under Stage 2 Of The Llrn Project. 2. The Department Of Public Works And Highways (dpwh) Is Requesting Expression Of Interests (eois) For: Project: Contract Id No. 24csz108, Consulting Services For The Construction Supervision Of The Contract Packages 1, 2 And 3 Under Stage 2 Of The Laguna Lakeshore Road Network (llrn) Project – Phase I I. Consulting Services Consultants’ Services Will Be Required To Undertake The Construction Supervision Of Contract Packages 1, 2 And 3 Under Stage 2 Of The Laguna Lakeshore Road Network (llrn) Project – Phase I, Which Involves The Construction Of Three Contract Packages From Alabang, Muntinlupa To Calamba, Laguna Of Total Mainline Length Of 29.56km (14.17km Of Viaduct And 15.39km Of Embankment), Four (4) Interchanges And Three (3) Manila South Road (msr) Connecting Roads. Approximately 377 Person-months Of International Experts And 1,946 Person-months Of National Specialist Inputs Will Be The Minimum Requirement. Dpwh Will Select A Firm Of Consultants Following The Quality And Cost Based Selection (qcbs) Process In Accordance With Adb's Procurement Policy 2017 (policy) And Procurement Regulations For Adb Borrowers 2017 (as Amended From Time To Time) (procurement Regulations). During The Services, The Consultant Will Report To Department Of Public Works And Highways (dpwh), The Executing Agency, Through The Road Management Cluster Ii (multilateral), Unified Project Management Office - Rmc Ii (multilateral), Upmo (implementing Agency). Ii. Objectives And Key Tasks The Objective Of The Consulting Services Is To Achieve The Efficient And Proper Implementation Of The Project Through: (i) Construction Supervision. Function As The Engineer In Supervising The Civil Works Contracts Under Stage 2 (cp1, Cp2 And Cp3) In Accordance With The Conditions Of Contract, Fidic 2017 Red Book, And Advise The Employer On All Matters Concerning Implementation Of The Contract Including But Not Limited To Quality Control, Work Progress, And Dispute Resolution (ii) Interface Management. Oversee The Communication, Coordination, And Execution Of Physical And Contractual Interfaces Between Each Contract Packages Which Shall Be Undertaken By Different Contractors. (iii) Capacity Building. Provide An On-the-job Training And Capacity Building Training To The Dpwh Staff, Locally Or Internationally, Following The Guidelines On Implementation, Civil Works, Construction Supervision, Environmental Management Plan, Resettlement Plan, Gender And Development And Others (iv) Engineering And Management Support. Assist The Dpwh In Ensuring That The Project Adheres To Approved Design Specifications, Construction Documents, And Progresses As Planned While Meeting The Highest Standards Of Quality And Compliance As Outlined In The Contract. (v) Post-construction Supervision. Assist The Employer During The Project’s Defects Liability Period (dlp) Of 12 Months And In The Finalization Of Construction-related Documents, Project Accounts And Closing-out Activities. (vi) Biodiversity Action Plan Implementation. Assist The Dpwh Implement The Biodiversity Action Plan That Requires Improvement In The Biodiversity Baseline And Impact Assessment, And Design Of Associated Mitigation And Compensation Measures. The Consultant Shall Provide Construction Supervision And Other Technical Services During The Civil Works Construction Of The Llrn Project, Stage 2, Which Is Composed Of Three (3) Contract Packages As Follows: A) Contract Package 1: Alabang To San Pedro/biñan Section • Mainline: 7.63km • Interchange At Tunasan: 3.33km (including Slip Roads, Ramps And Roundabout) • Portion Of Ramps At The Alabang Interchange: 0.45km • Portion Of Ramps At The San Pedro/biñan Interchange: 0.62km • Msr Connecting Road In Tunasan: 0.58km B) Contract Package 2: San Pedro/biñan To Cabuyao Section • Mainline: 12.23km • Interchange At San Pedro/biñan: 2.32km (including Slip Roads, Ramps And Roundabout) • Msr Connecting Road At San Pedro/ Biñan: 1.19km C) Contract Package 3: Cabuyao To Calamba Section • Mainline: 9.70km • Interchange At Cabuyao: 0.57km (including Slip Roads, Ramps And Roundabout) • Interchange At Calamba: 3.35km (including Slip Roads, Ramps And Roundabout) • Msr Connecting Road At Cabuyao: 2.98km The Consultants Shall Likewise Provide Services During The Post Construction Stage (defects Liability Period – Dlp / Defects Notification Period - Dnp) Of The Project. Dpwh Shall Also Require The Consultants To Render Other Services Which Are Deemed Necessary To The Project. The Consultants Will Be Responsible For Ensuring That All Outputs Are In Conformance With The Government Requirements And Most Recent Adb Guidelines. Iii. Implementation Period The Required Services Shall Have A Duration Of Approximately Forty-eight (48) Months (that Includes 1-year Dlp/dnp). The Assignment Shall Be In Full-time Basis In The Philippines Using Time-based Form Of Contract. The Consultant Shall Complete The Required Services In Accordance With Their Person-month Requirements, Estimated Duration Of Services And Cost. The Consultants Have To Be Fully Aware That To Preclude Any Unnecessary Additional Expenses, Staff Should Be Mobilized In Accordance With Actual Commencement And Requirements Of The Project. In Order To Ensure The Efficient Deployment Of The Consultant’s Staff, The Mobilization Of Staff Shall Be Confirmed, Validated, And Approved By The Dpwh. 3. Interested Consultants Should Register On The Adb Consultant Management System (cms) Where The Consulting Services Recruitment Notice (csrn) For This Project Can Be Found. In The Csrn, The Consultants Shall Accomplish The Eoi Template By Providing The Required Information And Submit Them To Adb Cms On Or Before October 16, 2024, Until 11:59 P.m. (philippine Time). Relevant Information Pertaining To The Services Will Be Available In The Csrn. 4. Interested Consultants Should Provide Information Demonstrating That They Have The Required Qualification And Relevant Experience To Perform The Services. Consultants May Associate With Other Firms To Enhance Their Qualification But Should Indicate Clearly Whether The Association Is In The Form Of A Joint Venture And/or A Sub-consultancy. In The Case Of A Joint Venture, All The Partners In The Joint Venture Shall Be Jointly And Severally Liable For The Entire Contract, If Selected. 5. The Bids And Awards Committee For Consulting Services (baccs) Shall Draw Up The Shortlist Of Consultants From Those Who Submitted The Expression Of Interest (eoi) On The Prescribed Deadline To Adb Cms. The Shortlist Shall Consist Of Six (6) Consulting Firms That Will Be Invited To Submit Proposals But May Be Less Depending On The Eois Submitted/received And Approval By The Adb. The Shortlisting Evaluation Criteria And Rating Systems Are: A. Technical Competence (60%) – Experience In Construction Supervision Contracts Related To Road And Bridge Projects. B. Geographical Competence (20%) – Must Demonstrate Experience In The Philippines Or Any Country In Southeast Asia; And C. Management Competence (20%) – Must Demonstrate That The Firm Has Quality Control And Assurance System In Place And Project Management Coordination In Undertaking Similar Consultancy Services. 6. The Dpwh Reserves The Right To Reject Any Or All Bids, Annul The Bidding Process Or Declare A Failure Of Bidding, Or Not Award The Contract At Any Time Prior To Contract Award, Without Thereby Incurring Any Liability To The Affected Bidder Or Bidders. 7.
