The Department Of Health (doh), Through The General Appropriations Act (gaa) Of 2024 Intends To Apply The Sum Of Ten Million Philippine Pesos (php10,000,000.00) Being The Approved Budget For The Contract (abc) To Payment Under The Contract For The Procurement Of Consulting Services For The Conduct Of Research For The Development Of The Bhw Health Promotion Toolkit Under Rei No. 2024-009. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposal. 2. The Doh Now Calls For The Submission Of Eligibility Documents For The Procurement Of Consulting Services For The Conduct Of Research For The Development Of The Bhw Health Promotion Toolkit Under Rei No. 2024-009. Eligibility Documents Of Interested Consulting Firms Must Be Duly Received By The Cobac-b Secretariat On Or Before 04 July 2024, 9:00 A.m. At Convention Hall, Building 17, Department Of Health, San Lazaro Compound, Sta. Cruz, Manila. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. Bids Must Be Duly Received By The Cobac-b Secretariat Through Either (i) Manual Submission At The Office Address Indicated Below, (ii) Online Or Electronic Submission As Indicated Below, Or (iii) Both On Or Before 04 July 2024, 9:00 A.m. A Complete Set Of Bidding Documents May Be Acquired By Interested Bidders On 26 June 2024 To 04 July 2024 From The Address Above Upon Payment Of Applicable Fee For The Bidding Documents, Pursuant To The Latest Guidelines Issued By The Gppb In The Amount Of Ten Thousand Philippine Pesos (php10,000.00). It May Also Be Downloaded Free Of Charge From The Website Of The Philippine Government Electronic Procurement System (philgeps) And The Website Of The Procuring Entity, Provided That Bidders Shall Pay The Applicable Fee For The Bidding Documents Not Later Than The Submission Of Their Bids. 7. The Cobac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act (ra) 9184, Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Criteria And Rating System For Short Listing Are: A. Applicable Experience Of The Firm - 70% B. Qualification Of Personnel Assigned In The Project - 20% C. Current Workload Of Person - 10% 8. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of R.a. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 9. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation Procedure (qbe). The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 10. The Contract Shall Be Completed Within Twelve (12) Months From The Issuance Of The Approved Notice To Proceed. 11.
