Description Republic Of The Philippines Department Of Health Central Office Bids And Awards Committee Invitation To Bid For The Hiring Of A Fully Integrated Marketing Communications Agency For The Development And Implementation Of The Department’s Primary Care And Disease Prevention Campaign Year 4 In Support Of The 8-point Action Agenda Of The Department Of Health Ib No. 2025-019 (early Procurement Activity) 1. The Department Of Health (doh), Through The National Expenditure Program (nep) Of 2025 Intends To Apply The Sum Of Thirty-six Million Philippine Pesos (php36,000,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Hiring Of A Fully Integrated Marketing Communications Agency For The Development And Implementation Of The Department’s Primary Care And Disease Prevention Campaign Year 4 In Support Of The 8-point Action Agenda Of The Department Of Health Under Ib No. 2025-019. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Doh Now Invites Bids For The Procurement Of The Above-captioned Project. Delivery Of The Goods Is Required Within The Period Specified Under Section Vi. Schedule Of Requirements. Bidders Should Have Completed, Within Five (5) Years From The Date Of Submission And Receipt Of Bids: A) At Least Two (2) Similar Contracts, The Aggregate Amount Of Which Should Be Equivalent To At Least Fifty Percent (50%) Of The Abc For This Project; And B) The Largest Of These Similar Contracts Must Be Equivalent To At Least Half Of The Percentage Of The Abc As Required Above. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii. Instructions To Bidders. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non- Discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183. 4.
