Description Invitation To Bid For Procurement Of One (1) Motor Vehicle For The Official Use Of The Executive Director Of The Presidential Commission On Visiting Forces (pcvf) 1. The Presidential Commission On Visiting Forces (pcvf), Through Its Fy 2024 Capital Outlay, Intends To Apply The Sum Of One Million Eight Hundred Thousand Pesos (php 1,800,000.00) Only Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Procurement Of One (1) Motor Vehicle For The Official Use Of The Executive Director Of The Presidential Commission On Visiting Forces (pcvf) With Identification Number Pb-pcvf(2)-2024. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Department Of Budget And Management (dbm) In Its Authority To Purchase Motor Vehicle (apmv) No. D3-24-00004 Dated 13 June 2023 Has Authorized The Pcvf To Purchase One (1) Multi-purpose Vehicle Amounting To One Million Eight Hundred Thousand Pesos (php 1,800,000.00) Only. 3. The Presidential Commission On Visiting Forces (pcvf), Through The Department Of Foreign Affairs As Its Procurement Agent, Now Invites Bids For The Above Procurement Project. Delivery Of The Goods Is Required Within Thirty (30) Calendar Days Upon Receipt Of Notice To Proceed (ntp). Bidders Should Have Completed, Within Five (5) Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instructions To Bidders). 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183.
