The Denr Mimaropa Region, Through The General Appropriations Act/ Cy 2025 Intends To Apply The Sum Of Three Million Two Hundred Forty Thousand Pesos (php 3,240,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For The Conduct Of Assessment And Inventory Of Graduated Ngp Plantation Sites Covering 800 Hectares Within The Jurisdiction Of Cenros Roxas, Puerto Princesa City And Taytay, Palawan Covering Cys 2011 To 2022. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. 2. The Denr Penro Palawan Now Calls For The Submission Of Eligibility Documents For The Conduct Of Assessment And Inventory Of Graduated Ngp Plantation Sites Funded Under The General Appropriations Act From Cys 2011 To 2022 Covering 800 Hectares Sample Plots Within The Jurisdiction Of Cenros Roxas, Puerto Princesa City And Taytay, Palawan To Determine The Current Stocking Density Under Ngp Graduated Plantations As Well As Existing Trees, Saplings, And At Least 1-meter Regenerants; Identify The Initial Impact On The Socio-economic Conditions Of The People’s Organization, Their Perception Of The Effect Of Ngp On Their Environment; Their Impression Of The Implementation Of Ngp; And To Draw Lessons, Identify Gaps And Recommendations For Policy Enhancement And Improved Implementation Strategies. This Shall Be Accomplished By Conducting Field Inventory And Key Informant Interviews, And Submitting A Final Report That Includes, To Wit: A. Graphical Presentation Of Results And Related Statistics, B. Maps (picture And Shapefile Formats), C. Summary Data Tables, D. Analysis, E. Findings, F. Highlights Of Observations And Lessons Learned/challenges, G. Supporting Documents With Timestamp, H. Digital Copy In Ms Word File Of Individual Results Of The Inventoried Contracted Area Out The Of Sample Plot Inventory As Part Of The Annexes, I. Data Analysis Of Each Contract Out Of The Sampled Sites/plots, J. Consolidated Digital File Of The Data Encoded And Analyzed In Ms Excel, K. Digital Copy In Ms Excel Format Of The Summary Results Of All The Inventoried Contracted Sites; And L. Main Text Of The Final Report Both In Ms Word And Pdf Formats Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before May 23, 2025 At Denr-penro Office, Bgy. The Bac Shall Draw Up The Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of At Least One (1) Prospective Bidder Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: Considered Eligible Prospective Bidders Are Those Who Possessed The Minimum Technical And Financial Requirements, Relevant Experience In The Field Of Forest Inventory And Other Forestry Discipline As Well As Availability Of Competent Manpower Complement Essential In Undertaking The Project. 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation (qcbe) Procedure. In Doing So, The Procuring Entity Shall Apply The 80% Weighted Average For The Technical Proposals And 20% Weighted Average For The Financial Proposals. The Criteria And Rating System For The Evaluation Of Bids Shall Be Provided In The Instructions To Bidders. 8. The Contract Shall Be Completed Within Six (6) Months Upon Signing Of The Contract And Issuance Of The Notice To Proceed (ntp). 9.
