The bid capacity required to bid on the tender can be calculated using two formulas: 1. 40% of the Estimated Cost for the Banker's Certificate (Form-B).
2. 10% of the estimated cost for the Net Worth Certificate (In Form B-I). Additionally, the bidding capacity of the bidder should be equal to or more than the estimated cost of the work, which can be calculated using the formula: Bidding capacity = {[A x N x 2]-B} Where, A = Maximum turnover executed in any one year during the last 5 years, N = Number of years prescribed for completion of the work for which bids have been invited, B = Value of existing commitments and on-going works to be completed during the period of completion of the work for which bids have been invited.

The bidder should have prior work experience in executing similar nature of works. The required experience is specified as follows: - One similar completed work of aggregate value not less than 80% of the estimated cost put to tender.
- Alternatively, two similar completed works, each of value not less than 60% of the estimated cost put to tender.
- Alternatively, three similar completed works, each of value not less than 40% of the estimated cost put to tender. Additionally, the bidder should have satisfactorily completed three similar works, each with a value not less than 40% of the estimated cost put to tender, or one similar work with an aggregate value not less than 80% of the estimated cost put to tender. The works should have been completed satisfactorily in the last seven years. The bidder must also have an average annual financial turnover of at least 30% of the estimated cost during the last three financial years. The value of executed works shall be adjusted to the current costing level by enhancing the actual value of work at a simple rate of 7% per annum.
