Description Invitation To Bid For The Supply And Delivery Of Various Vegetable Seeds 1. The Department Of Agriculture - Regional Field Office 1 (da-rfo 1), Through The National Expenditure Program Fy 2025 Intends To Apply The Sum Of Eight Million Nine Hundred Forty-five Thousand One Hundred Ninety Pesos (php8,945,190.00) Being The Approved Budget For The Contract (abc) To Payment Under The Contract For The Supply And Delivery Of Various Vegetable Seeds With Project Identification Numberda-rfo-1-2025-goods-026. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. For Item Number 16, Shall Be Packed In A 7 3/4 X 11 Inches Packaging Box In 30 Packs With Label Da-rfo 1 Not For Sale In Every Pack. Bidder/supplier/source Should Be Member Of The Philippine Seed Industry Association (psia) & Should Have Their Own Seed Processing Facility. Proof Of Membership Shall Be Submitted During Bid Opening. Certificate Of Distributorship/dealership For Distributors/dealers From The Seed Company Shall Be Submitted During Bid Opening Notarized Certificate Of 100% Stocks Availability/stocks Allocation To Da-rfo 1 Shall Be Submitted During Bid Opening And To Be Verified During Post-qualification. Expiration Date Should Be June 2026 Onwards. Germination Test Shall Be Conducted By Bpi-nsqcs Thru Random Sampling Upon Delivery Delivery Schedule: Within Fifteen (15) Working Days After Receipt Of Notice To Proceed Drop-off Points: Sta. Barbara, Pangasinan Delivery Of The Goods Is Required Within Fifteen 15 Working Days After Receipt Of Notice To Proceed. Bidders Should Have Completed, Within Two Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii. Instructions To Bidders. 3. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using A Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183. 4.
