Description Invitation To Bid For The Provision Of Security Services For Calendar Year 2025 Under The Early Procurement Activity 1. The Department Of Agrarian Reform Provincial Office– Kalinga (darpo-kalinga), Through The National Expenditure Program For Calendar Year 2025 And Under The Early Procurement Activity Intends To Apply The Sum Of Six Hundred Sixty Thousand Pesos Only (₱660,000.00) Being The Abc To Payments Under The Contract For The Provision Of Security Services For Calendar Year 2025 With Project Identification Number Pr No. 2024-11-192. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Department Of Agrarian Reform Provincial Office– Kalinga (darpo-kalinga) Now Invites Bids For The Above Procurement Project. Delivery Of The Goods Is Required From January 1, 2025 To December 31, 2025. The Description Of An Eligible Bidder Is Contained In The Bidding Documents. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Bid Opening. 3. Bidding Will Be Conducted Through Open Competitive Bidding In Accordance With The Competitive Bidding Procedures Using A Nondiscretionary “pass/fail” Criterion As Specified In The Implementing Rules And Regulations (irr) Of Republic Act (ra) 9184, Otherwise Known As The “government Procurement Reform Act”. 4. Bidding Is Restricted To Filipino Citizens/sole Proprietorship Or Partnerships, Or Corporate Organizations With At Least Sixty (60%) Percent Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country, The Laws Or Regulations Of Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra 5183 And Subject To Commonwealth Act 138. 5. Interested Bidders May Obtain Further Information From The Darpo-kalinga Bac Secretariat And Inspect The Bidding Documents From 8:00 A.m. To 5:00 P.m. Mondays To Fridays Starting November 19, 2024. 6. A Complete Set Of Bidding Documents May Be Secured By Interested Bidders From The Bac Secretariat Upon Payment Of A Non-refundable Fee In The Amount Of One Thousand Pesos (php1,000.00). The Method Of Payment Shall Be In The Form Of Cash Or Manager’s Check Payable To Darpo-kalinga. 7. Prospective Bidders Requiring Any Clarification On The Bidding Documents Shall Submit Their Request For Clarification In Writing To The Bac At The Given Address. The Bac Will Respond In Writing To Any Request For Clarification By Issuing A Supplemental/bid Bulletin, Provided That Such Request Is Received At Least Ten (10) Calendar Days Before The Deadline For Submission And Receipt Of Bids. The Bac Shall Issue Its Response Not Later Than Seven (7) Calendar Days Before The Deadline For The Submission And Receipt Of Bids, To Be Made Available To All Bidders Who Have Acquired The Bidding Documents For The Project, Including A Description Of The Inquiry But Without Identifying Its Source. Should The Darpo-kalinga Deem It Necessary To Amend The Bidding Documents As A Result Of A Clarification, It Shall Do So Following Prescribed Procedures. 8.
