Description 1. The Provincial Environment And Natural Resources Office Of Camarines Sur, Through The National Expenditure Program (nep), Intends To Apply The Sum Of Two Million Nine Hundred Fifty-nine Thousand Five Hundred Pesos Only (php 2,959,500.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract Purchase And Lease Of Different Ict, Field, And Office Equipment, Tools, And Accessories In Support To Different Programs, Activities, And Projects Of Penro Camarines Sur And Its Cenros With Identification Number Pcs-gs-2024-001. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At Bid Opening. 2. The Herein Procurement Activity Is Part Of The Early Procurement Activity Of Penro Camarines Sur And Shall Be Governed By The Guidelines Stipulated In Appendix 31 (guidelines On The Implementation Of Early Procurement Activities) Of The Implementing Rules And Regulations Of Ra 9184. 3. The Provincial Environment And Natural Resources Camarines Sur Now Invites Bids For The Above Procurement Project. Bidders Should Have Completed, Within Five Years From The Date Of Submission And Receipt Of Bids, A Contract Similar To The Project. The Description Of An Eligible Bidder Is Contained In The Bidding Documents, Particularly, In Section Ii (instruction To Bidders). 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The 2016 Revised Implementing Rules And Regulations (irr) Of Republic Act (ra) No. 9184 Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines, And To Citizens Or Organizations Of A Country The Laws Of Regulations Which Grant Similar Rights Or Privileges To Filipino Citizens, Pursuant To Ra No. 5183. 5.
