Bidders must have successfully completed or substantially completed similar works within the last seven years. This includes at least one similar work valued at or above INR 243.8 crore; or at least two similar works, each valued at or above INR 152.38 crore; or at least three similar works, each valued at or above INR 121.9 crore. "Similar works" are defined as "Design, Supply/Manufacture, Installation, Testing and Commissioning of Signalling & Train control system (using radio based CBTC with moving block including CBI & ATP subsystem) in Metro rail / Railways environment." If a bidder is a joint venture (JV) or consortium with a foreign partner, and the work was executed by the foreign partner in their home country, then the foreign partner must have also executed works (not necessarily similar) totaling INR 121.9 crore or more outside their home country or in India. Additionally, bidders must have completed at least one CBTC-based Signalling & Train Control system work outside their country of origin or in India; in this CBTC work, the CBI & ATP subsystem must be from OEMs under the same parent company; bidders must have experience integrating all major subsystems (Interlocking, ATP, ATS and Radio) in a CBTC project; one signalling & train control system work with at least 10 Route Km of ATO system commissioned in the last 7 years and is in satisfactory operation for at least one year; and experience integrating all subsystems (Signalling, PIDS, PAS, TVS, Rolling stock, Telecommunication, Track, Traction) in at least one CBTC work. Substantial completion is defined as 80% (value-wise) or more of the work completed based on the original or revised scope of work, whichever is less. For JVs/Consortiums, only the substantial partner's (26% or more share) work experience will be considered.

It's calculated as 1.5 * A * N - B, where A is the maximum value of similar works executed in any one year during the last five financial years (inflation-adjusted), N is the contract completion time, and B is the value of existing commitments to be completed in the next N years. For joint ventures/consortiums, this formula is applied to each substantial member based on their proposed participation. The bid capacity of non-substantial members is not considered. The value of N is 1 year for contracts up to 12 months and contract duration/12 years for contracts longer than 12 months.
