Background The Credit Information Corporation (“cic”) Is A Government-owned And Controlled Corporation (“gocc”) Created By Virtue Of The Republic Act No. 9510 Or The Credit Information System Act (“cisa”) Of 2008, To Serve As The Country’s Public Credit Registry And Repository Of Credit Information. Its Mandate Is To Collect And Disseminate Fair And Accurate Information Relevant To, Or Arising From, Credit And Credit-related Activities Of All Entities Participating In The Financial System. As A Gocc, One Of The Measures In The Performance Evaluation System Scorecard Of Cic Is The Overall Satisfaction Of Its Clients For Services Availed. Pursuant To The Joint Memorandum Circular No. 1 Series Of 2023 Of The Governance Commission For Goccs (“gcg”) And The Anti-red Tape Authority (“arta”), As A Gocc, The Cic Shall Conduct Its Customer Satisfaction Survey (“css”), As Required In Its Performance Scorecard, In Compliance With Arta Memorandum Circular No. 2022-05 Or The Guidelines On The Implementation Of The Harmonized Client Satisfaction Measurement (“csm”), And Its Amendment, Arta Mc No. 2023-05. The Css Measure In Cic’s Fy 2024 Gcg-approved Performance Scorecard Is The Strategic Measure No. 8 - Percentage Of Satisfied Customers, Which Targets A 90 Percent Overall Rating. The Csm Guidelines Require That Cic, As A Gocc, Submit A Csm Final Report, Which Requires Data Processing, Analysis, And Interpretation Of Survey Results. For Fy 2024 Onwards, All Government Agencies And Offices Are Required To Cover All External And Internal Services For The Csm Survey And Final Report To Be Submitted To Arta For Validation. Government Agencies Are Also Given The Option To Engage The Services Of A Third-party Service Provider For The Harmonized Csm (sec. 4.2 Of Gcg-arta Jmc No. 1, Series Of 2023). To Ensure Compliance With All Relevant Arta Guidelines For Data Processing, Analysis, And Reporting Requirements For The Csm Final Report, And Accuracy Thereof, The Corporation Shall Procure The Services Of A Qualified Third-party Consultant With Proven Track Record Of Satisfactorily Delivering Client Satisfaction Survey Data Analytics Reports. 2. Qualifications For The Third-party Service Provider (“consultant”) The Consultant For This Contract Shall Meet The Following Minimum Qualifications: 1. Consultant Must Strictly Be A Reputable Research Firm Which Has Been In Operations For At Least Two (2) Years; 2. Then Consultant Must Be Registered With The Philippine Government Electronic Procurement System (philgeps) And Have A Valid Philgeps Registration Number; 3. The Consultant Must Meet The Minimum Eligibility Requirements And Shortlisting For Consulting Services Under R.a. No. 9184 Or The “government Procurement Reform Act”; 4. The Consultant Must Have Completed At Least Three (3) Client Satisfaction Survey Projects Or Other Research Projects Similar In Nature To The Requirements Of This Contract (e.g. Evaluative Research, Market Research Surveys, Stakeholder Relations Studies), Within The Past Two (2) Years; 5. The Consultant Must Provide A Project Team For The Contract With At Least Four (4) Key Members: A. Project Manager/lead Team Researcher; B. Data Processing Manager; C. Statistician And Quality Checker; And D. Research Executive/analyst; 6. The Consultant’s Project Manager/lead Team Researcher And Data Processing Manager Must Each Have Handled At Least Three (3) Client Satisfaction Survey Projects Or Other Research Projects Similar In Nature To The Requirements Of This Contract (e.g. Evaluative Research, Market Research Surveys, Stakeholder Relations Studies), Within The Past Two (2) Years; 7. The Consultant’s Proposed Project Team Members Must Have At Least A Bachelor’s Degree And At Least Eight (8) Aggregate Hours Of Training Relevant To The Nominated Position; 8. The Consultant Must Submit The Portfolio Of Their Work Projects Similar To The Required Output, Preferably With Government Agencies For Projects Of Similar Nature; And 9. The Consultant Must Submit The Curriculum Vitae (cv) Of The Lead Researcher Or Project Lead. 3. Scope Of Work The Consultant For This Contract Shall Perform And Deliver The Following: 1. Assess The Level Of Satisfaction Of Cic’s Internal And External Clients With Completed Transactions In Fy 2024, By Processing The Raw Csm Survey Results, Generating Verifiable Data, And Providing Tangible Evidence On Feedback From Clients; 2. Process All The Csm Survey Raw Responses Data, Both For Internal And External Services, To Generate The Aggregate And Per Service Tabulated Data Results On The Following: A. Demographics (age And Sex); B. Awareness Of The Citizen’s Charter Results; C. Service Quality Dimension (sqd) 0 Scores; And D. Sqd Nos. 1-8 Scores. 3. Generate A Third-party Report Which Will Be Used By Cic In Its Fy 2024 Csm Report, Which Will Form Part Of Its Submission To Arta. The Third-party Report Shall Include The Following: A. Executive Summary Highlighting The Top Line Survey Results And Overview Of Cic’s Fy 2024 Csm Survey, Such As But Not Limited To: I. Summary Of Cic’s Fy 2024 Csm Survey Administration (details To Be Provided By Cic During The Inception Meeting); Ii. Overall Total Number Of Received Csm Survey Responses Versus Total Number Of Clients With Completed Transactions, And Overall Response Rate; Iii. Overall Sqd 0 Score (external Services Only, In Accordance With Gcg-arta Jmc No. 1, Series Of 2023) And Breakdown Of Responses; Iv. Overall Sqd Nos. 1-8 Scores Across All Services And Breakdown Of Responses Per Each Sqd; And V. Awareness Of The Citizen’s Charter Results (percentage) 1. Cc Awareness 2. Cc Visibility 3. Cc Helpfulness B. Tabulated Data (aggregate And With Per Service Breakdown) For Both Internal And External Services Showing The: I. Total Number Of Transactions In Fy 2024; Ii. Total Csm Survey Responses Received; Iii. Survey Response Rate (i.e. Total Number Of Csm Survey Responses Received Divided By The Total Number Of Surveys Sent Out, Multiplied By 100); And Iv. Minimum No. Of Required Responses (using Arta’s Csm Sample Size Calculator: Tinyurl.com/csmsamplesize) C. Tabulated Data (total Count And Percentages) For Both Internal And External Services Showing The Following (following Section Iv. Data And Interpretation Of The Csm Final Report Outline/template Provided By Arta): I. Overall Demographics (age And Sex); Ii. Overall Customer Type; Iii. Overall Awareness Of The Citizen’s Charter Results; Iv. Overall Service Quality Dimension 0 (sqd 0) Score; And V. Overall Sqd 1-8 Scores. D. The Data Computations And Analysis Shall Be In Compliance With The Guidelines Set By The Arta And The Governance Commission For Goccs (gcg) Through The Following Issuances: I. Arta Memorandum Circular No. 2022-05; Ii. Arta Memorandum Circular No. 2023-05 (contains The Required Csm Final Report Template/outline And Sample Report); And Iii. Gcg And Arta Joint Memorandum Circular No. 1, Series Of 2023. For The Overall Scoring For The 8 Sqds Pursuant To Arta Guidelines, The Interpretation Of The Results Shall Be As Follows: Percentage Rating Below 60.0% Poor 60.0% - 79.9% Fair 80.0% - 89.9% Satisfactory 90.0% - 94.9% Very Satisfactory 95.0% - 100.0% Outstanding 4. Assist Cic In The Discussion Portion For The Following Csm Report Components: A. Response Rates. Provide Probable Reasons And Insights On Why The Response Rate Is High, Low, Or As Expected For Each Service And Why The Minimum Number Of Required Responses For A Service Is Not Met; And B. Ensuring Data Integrity. Assess The Effectiveness, And Provide Comments And Recommendations To Cic’s Established Internal Protocols For Its Csm Survey Forms, Administration System, And Monitoring Sheets. 5. Conduct Data Validation On The Received Csm Survey Responses By The Cic, To Ensure That The Data Is Free From Any Tampering (e.g. Such As But Not Limited To Back-checking, Spot-checking, And Random Sampling, Among Others, Whichever Is Applicable), And Providing Documentation For The Same In The Third-party Report; 6. The Consultant Shall Turn Over To Cic The Digital File Containing The Consolidated And Aggregated Csm Survey Form Responses With The Linked Computations For The Following: A. Overall Demographics (age And Sex) Aggregate And Per Service; B. Overall Customer Type, Aggregate And Per Service; C. Overall Awareness Of The Citizen’s Charter Results, Aggregate And Per Service; D. Overall Service Quality Dimension 0 (sqd 0) Score, Aggregate And Per Service; And E. Overall Sqd 1-8 Scores And Per Service, Aggregate And Per Service. This File Will Be Used By Cic In Case Arta Requires Proof Of The Aggregated Data Files Used For The Computations For Data Verification. 4. Timeline And Deliverables The Cic Shall Engage The Services Of The Consultant For A Period Of Fifty (50) Calendar Days. Any Amendment And/or Modification To The Work Schedule Shall Be Made Only Upon Prior Written Endorsement Of The Business Development And Communications Group To The Management For Approval, In Which Case, The Engagement Shall Be Correspondingly Extended For Such Period Called By The Amendment And/or Modification Under The Same Terms, With No Additional Cost On The Part Of Cic. Below Is The Timeline Of The Project For The Guidance Of The Consultant, Which May Change Upon Recommendation Of The Consultant, Subject To Approval Of Cic. Activity Timeline Inception Meeting 09-13 January 2025 *to Commence Within Three (3) Calendar Days Upon Issuance Of Notice To Proceed Submission Of Inception Report 14-16 January 2025 Cic To Send The Copy Of All Raw Csm Survey Form Responses To The Consultant 20 January 2025 Data Cleaning, Processing, And Preparation Of Third-party Report 20 January To 14 February 2025 Submission Of The Initial Third-party Report To Cic 14 February 2025 Submission Of The Revised Third-party Report To Cic (if Applicable), To Ensure Full Compliance With The Arta Guidelines For The Csm Report 17-21 February 2025 Presentation Of The Overall And Per Service Sqd 0 And Sqd 1-8 Scores To Cic Management, As Well As Aggregated Demographics And Awareness Of The Citizen’s Charter Results Submission Of The Approved Third-party Report To Cic 24-28 February 2025 5. Responsibility Of The Cic The Cic Shall Conduct The Following In Support To The Consultant For This Contract: 1. Designate The Cic Team Who Will Coordinate, Provide Support, And Be Part Of All Meetings With The Consultant For This Contract; 2. Provide The Consultant The Copy Of All Its Internal External Services’ Fy 2024 Csm Survey Forms And Responses; 3. Provide The Consultant Viewer Access To Cic Units’ Csm Monitoring Sheets, To Provide Insights On The Effectiveness Or Points For Improvement On The Cic Units’ Csm Survey Administration And Internal Protocols To Ensure Data Integrity; 4. Assist The Consultant In Coordinating With Cic Units Should They Conduct Random Sampling For Data Verification And In Assessing Cic’s Implemented Internal Protocols And Strategies To Prove The Data Integrity Of Csm Survey (e.g. Random Sampling For Sent Emails Requesting Clients With Completed Transactions To Answer The Csm Survey, Etc.). 5. Review The Outputs Submitted By The Consultant And Provide Feedback And Suggested Revisions Thereto; 6. Issue The Certificate Of Completion To The Consultant Upon Acceptance Of The Thirdparty Report; And 7. Process Payment As Indicated In Terms Of Payment Of This Contract. 6. Terms And Conditions Of The Contract 1. The Consultant, Upon Assumption Of Its Duties, Shall Be Subject To Performance Evaluation Which Shall Be The Basis For The Retention Of Its Services. 2. All Data Pertaining To Cic’s Fy 2024 Csm Survey Provided To The Consultant By Cic Shall Be Treated With Utmost Confidentiality And Shall Only Be Used For The Purpose Of This Particular Contract. The Consultant Shall Not Reveal Or Divulge To Any Person, Entity, Or Through Any Online Platform, Any Confidential Information Concerning The Organization, Business, Finances, Transactions, Or Other Affairs Of The Cic And Its Stakeholders, Or Any Personal Information Of Its Clients, Which May Be Shared To Or Come Into The Consultant’s Knowledge During The Term Of This Contract. The Consultant Shall Protect And Keep In Complete Secrecy All Confidential And Personal Information Entrusted To Them And Shall Not Use Or Attempt To Use Any Such Information In Any Manner Which May Cause Loss, Damage, Or Injury Either Directly Or Indirectly To The Cic’s Interest Or That Of Its Clients And Stakeholders. 3. The Consultant Shall Not Conduct Or Be Involved In Making Fraudulent Survey Form Responses Or Tampering Thereof. 4. In Case Of Delay, The Following Shall Govern: A. If The Delay Is Not Attributable To Any Of The Parties, The Period To Accomplish The Scope Of Work Maybe Extended Upon The Request Of The Consultant And The Approval Of The Cic, Which Shall Be Made In Writing. B. If The Delay Is Attributable To Consultant The Cic May Cancel Or Terminate The Contract And The Consultant Shall Be Liable To Pay Liquidated Damages. 5. The Cic Shall Have All The Right, Title, And Interest Over All Data Files And Reports Generated, Used, Submitted, And Data Gathered By The Consultant And Its Team Members, Together With Any Or All Intellectual Property Rights Of Whatever Nature Created. 7. Terms Of Payment Full And Complete Payment Shall Be Made Within Thirty (30) Calendar Days Upon Issuance Of Certificate Of Completion By The Cic, Which Shall Only Be Issued Upon The Submission Of Complete Deliverables By The Consultant. No Advance Nor Partial Payments Shall Be Made. 8. Liquidated Damages The Consultant Shall Be Liable For The Damages For The Delay In Its Performance Of The Contract And Shall Pay The Procuring Entity Liquidated Damages, In An Amount Of At Least Equal To One-tenth (1/10) Of One Percent (1%) Of The Cost Of The Unperformed Portion For Every Day Of Delay. Once The Cumulative Of Liquidated Damages Reaches Ten Percent (10%) Of The Amount Of The Contract, The Procuring Entity May Rescind Or Terminate The Contract, Without Prejudice To Other Courses Of Action And Remedies Available To The Procuring Entity. 9.
