Description Request For Proposal Procurement Of Consultancy Services (individual) For Development Of The Twentieth (20th) Council For The Welfare Of Children Legislative Agenda Of Children (clac) Rfp No. 25-0033 Np-svp As The Focal Interagency-governmental Agency Body For Children’s Welfare, The Council For The Welfare Of Children (cwc) Is Mandated To Formulate Policies, Programs, And Measures On Children’s Rights And Concerns. In Line With This Mandate, The Cwc Must Be Able To Identify And Address Emerging Issues And Trends Affecting Children Through The Formulation Of Policies Or Proposal Of Appropriate Legislation, Whichever Would Best Apply. Relative To This, The Twentieth (20th) Cwc Legislative Agenda Of Children (clac), Which Shall Set The Priority Policies For The Next Legislative Cycle And Serve As A Basis For Advocacy Efforts In Collaboration With Key Stakeholders, Should Be Developed In Time For The Opening Of The Upcoming Congress. This Agenda Should Align With The Recommendations Articulated In The Observations By The United Nations Committee On The Rights Of The Child As Well As Other International And National Instruments And Plans Of Action. Given The Crucial Role Of The Clac In Advancing The Mandate Of The Cwc And In Safeguarding The Rights Of Filipino Children, The Agenda Must Be Thoroughly Reviewed By Qualified Experts In Child Protection And Children’s Rights. With This, It Is Essential For The Policy, Plans, And Research Division (pprd) To Contract The Services Of A Technical Consultant To Help Them Ensure The Responsiveness Of The Clac To The Needs Of The Country And To The Recommendations Made By The International Mechanisms For Human, Particularly, Children’s Rights. I. Objectives The Services Of The Consultant Shall Be Contracted With The End View Of I. Conducting A Review And Assessment Of The Status Of Progress, Performance, And Accomplishments Of The Legislative Agendas Indicated In The 19th Congress Clac Vis À Vis Legislative Measures Filed And/ Or Passed In The Congress; Ii. Conducting Consultation Meetings With The Children Representatives, Partner Organizations, And Other Relevant Stakeholders To Solicit Inputs In Identifying Accomplishments, Setbacks, And Ways Forward In Developing And Monitoring The Clac; And Iii. Assess The Applicability, Relevance, Responsiveness, And Coherence Of The Identified Legislative Agenda With The Following: A. The Recent Situation Of Children And The Evolving Context; B. The Provisions Of The United Nations Committee On The Rights Of Children (un Crc); C. The Child 21 Framework; D. The 4th National Plan Of Action For Children (npac) E. The Philippine Plan Of Action To End Violence Against Children (ppaevac); F. The Sustainable Development Goals; G. The Philippine Development Plan; And H. Other State Commitments Relevant To Child Rights. Ii. Expected Output I. Administrative Requirements A. Signed Contract B. Proof Of Payment For Performance Security Ii. Inception Report Iii. Iii. Qualifications To Carry Out The Objectives Of The Proposal, The Consultant Should Possess The Following Qualifications: I. Must Have Extensive Knowledge And Experience In Developing Or Conducting Reviews And Assessments Of Plans Or Programs; Ii. With At Least Three (3) Years Of Work Experience Or Background On Children’s Rights; Iii. Extensive Understanding Of The Legislative Process; Iv. Knowledgeable About Enacted Laws And Issuances On Children; V. Knowledgeable About The Current Status Of Bills Pertaining To Children In Congress; Vi. Must Have Technical Report Writing Skills And Documentation Skills; Vii. Must Have Excellent Oral And Written Communication Skills; And Viii. Should Be Philgeps Registered. Iv. Scope Of Work And Responsibility I. Consultant: The Consultant Shall Focus On The Development Of The Review And Assessment Of The 19th Clac Report And The Creation Of The 20th Clac Without Any Extra Cost Above The Approved Budget Of The Contract. This Will Include But Will Not Be Limited To The Preparation Of An Inception Report, Policy Paper, And Identified Priority Agenda. Specifically, The Consultant Is Expected To: A. Submit An Inception Report For Consultancy, Which Should Include But Not Be Limited To The Work Plan For The Duration Of The Contract, Methodology For Assessing The 19th Clac, And Program Of Activities For The Consultation Process Of The 20th Clac; B. Conduct Desk Reviews On Available Data From The Un Crc, National Plans, Statistics, Bills, And Laws Related To Child Rights, Among Others; C. Conduct Consultations Or Meetings Among Partner Government Agencies, Civil Society Organizations, And Children To Validate And Inquire About Details Or Inputs Regarding The 19th Clac And The Crafting Of The 20th Clac; D. Collate Inputs, Research, And Additional Reports From Concerned Or Implementing Stakeholders; E. Submit Preliminary, Revised, And Final Reports That Contain The Following: A. Executive Summary B. Review And Assessment Of The 19th Clac C. 20th Clac; F. Submit Preliminary, Revised, And Final Policy Papers On The Identified Priority Agenda; G. Submit Final Documents With Camera-ready Versions, Including Electronic File Copies Of All Instruments Or Reference Materials; And H. Pay The Performance Security. Ii. Council For The Welfare Of Children: A. Be The Executing Agency For The Engagement Of The Consultant; B. Provide Relevant Documents And Reference Materials To Substantiate The Development Of The Reports And Policy Paper, If Necessary; C. Provide A Contact Person Who Will Coordinate With The Consultant On Both Technical And Administrative Matters; D. Organize And Facilitate Coordination/consultation Meetings Leading To The Development And Finalization Of Reports And Policy Papers; E. Supervise And Provide Overall Guidance To The Consultant On The General Direction Of The Expected Deliverables; F. Facilitate The Presentation Of The Draft And Final Report To The Cwc Structures G. Be Responsible For The Approval/ Deliverables/outputs Of The Consultant; Acceptance Of All The Provided Output; H. Pay The Consultant The Amount Of Two Hundred Thirty Thousand Pesos (₱ 230,000.00) Or Bid Contract Inclusive Of Government Taxes And Fees; And I. Process The Return Of The Performance Bond After The Duration Of The Consultancy And Upon Submission Of All Necessary Documents From The Consultant. V. The Approved Budget For The Contract The Approved Budget Is Two Hundred Thirty Thousand Pesos (₱ 230,000.00) Charged Against The 2025 Work And Financial Plan 2025. Vi. Duration Of The Contract The Contract Will Commence Upon Signing And Will Be Valid For Five (5) Months. Vii. Liquidated Damages I. A Penalty Of One-tenth Of One Percent (1/10 Of 1%) Will Be Charged For Every Calendar Day Of Delay From The Agreed Deadline For The Submission Of Deliverables. If The Delay Could Be Attributed To Late Action By The Cwc, Then No Such Penalty Shall Be Imposed. Ii. The Consultant May Request An Extension Of The Deadline In Writing, Subject To The Approval Of The Cwc. Viii. Dispute Resolution I. In The Matter Of Dispute, Should Any Dispute Related To The Contract And/or Rights Of The Parties Arise, The Same Shall Be Submitted To Mutual Consultation, Mediation, And Arbitration In The Order Of Application. The Venue Of The Proceedings Shall Be In Quezon City. Ii. In The Case Of A Court Suit, The Venue Shall Be The Courts Of Competent Jurisdiction In Quezon City, To The Exclusion Of All Other Courts; And Iii. Any Amendment Or Additional Terms And Conditions To The Contract Must Be In Writing, Signed, And Acknowledged By Both Parties. Ix.
