Description Request For Proposal Procurement Of Consultancy Services (individual Or Firm) For The Consultancy On The Development Of The 2024 State Of The Filipino Children Report (sofcr) For Seven (7) Months (2nd Posting) Rfp No. 24-0172 Np-svp 1. The Council For The Welfare Of Children (cwc), Through Its Bids And Awards Committee (bac), Intends To Apply The Sum Of Seven Hundred Thousand Pesos Only (₱700,000.00) Being The Approved Budget For The Contract (abc) For The Procurement Of Consultancy Services (individual Or Firm) On The Development Of The 2024 State Of The Filipino Childre Report (sofcr) For Seven (7) Months (rfp No. 24-0172 Np-svp); 2. The Cwc Is Mandated To Monitor And Ensure Children Can Exercise Their Rights Fully. To Further Strengthen The Council’s Function In Overseeing And Analyzing The Initiatives For Children The Monitoring And Evaluation Division (med) Was Established. One Of The Mandates Of The Division Is To Gather And Harmonize Data On Children To Evaluate Whether The Policies And Services Provided For Children Have A Positive Impact. For 2024, The Med Will Develop The State Of The Filipino Children Report (sofcr) As Part Of Its Data Monitoring Initiative. The Report Also Complies With Our Commitment To The United Nations Convention On The Rights Of The Child (uncrc), Which Provides Regular Reports On Children. This Report Shall Act As A Mirror Reflecting The Current State Of Filipino Children. Furthermore, Children Can Share Their Challenges, Celebrate Milestones, And Actively Participate In Shaping Their Futures. The 2024 Sofcr Will Provide A Comprehensive Perspective Into The Experiences Of Filipino Children Who Have Endured Various Forms Of Abuse – Physical, Emotional, Sexual, And Neglect. This In-depth Analysis Aims To Shed Light On The Complexity Of Vac And Its Impact On Children’s Lives. Moreover, By Highlighting The Alarming Rise In This Case, The Report Will Emphasize The Urgency For More Measures To Protect The Most Vulnerable Members Of Society – The Children. By Gathering And Analyzing Data, The Sofcr Will Provide A Comprehensive Picture Of The Progress And Challenges In Safeguarding Filipino Children. This Report Will Serve As A Tool For Advocacy, Informing Policymakers And The Public Of The Critical Steps Needed To Create A Child-friendly And Child-sensitive Society. Only Then Can We Fulfill The Cwc’s Vision – A Philippines Where Every Child Flourishes In An Environment Free From Violence, Fear, And Abuse. In Order To Accomplish And Ensure The Quality Of The Report, The Med Shall Engage With A Consultancy Service Who Has Extensive Knowledge And Skills In Making Research Studies As This Requires An In-depth Analysis On Vac And Filipino Children Across The Country. 3. Scope Of Work/ Roles And Responsibilities Of The Consultant The Consultant’s Scope Of Work/ Roles And Responsibilities Are As Follows: • Develop A Data-driven Report On Children; • Gather Accurate And Extensive Data On The Prevalence, Types, And Impact Of Violence Against Children Across Different Regions And Demographics; • Evaluate Existing Policies And Programs Aimed At Protecting Children From Violence, Identifying Gaps, And Propose Amendments Or New Policies To Strengthen Protection Measures; • Provide Specific Recommendations And/or Ways Forward For The Council, Sectors And Other Stakeholders To Improve Policy Implementation And Development Of Plans, Programs, And Activities; • Conduct A Comprehensive Review Of Reports On Vac Cases Across The Country; • Initial Writing Of The Report And Identification Of Key Indicators On Vac; • Presentation And Evaluation Of First Draft; And • Finalization. 4. Expected Output/deliverables The Consultant’s Expected Output/deliverables Are: A. Inception Report With Work Plan Presented To And Approved By The End-user; B. At Least Three (3) Coordination And Alignment Meetings With The Monitoring And Evaluation Division (med) To Conduct Preparatory Work For The Sofcr; C. Mapping Of Indicators Utilized In The Npac, Rpac, And Cflga; D. Tools And Research Instruments To Be Used; E. Zero Draft Of The Sofcr, Based On The Outline In Annex A; F. Integration Of Data From The Regional Consultation-focus Group Discussion; G. Initial Report (should Be About 70% Of The Report); H. Initial Presentation To The Cwc Technical Management Group (twg) And Council Board (cb) Meetings; I. Progress Report And Activity Documentation; J. Final Report With The Executive Summary; K. Terminal Report; L. Posting Of Performance Bond Equivalent To 5% Of The Total Contract Price Awarded. The Consultant Shall Work Under The Direct Supervision Of The Monitoring And Evaluation Division (med), And In Coordination With The Office Of The Executive Director. 5. The Qualifications And Requirements Must Be Met Prior To Engaging Its Services; It Shall Be Evaluated By The End-user (med) Based On The Following Technical Evaluation Criteria: Criteria Rating A. Minimum Qualifications 25% 1. Registered Under The Philippine Government Electronic System (philgeps) 5% 2. With At Least Five (5) Years Of Experience Working With Government Agencies And Familiarity With Government Audit And Accounting Rules And Procedures; 5% 3. Advance Or Superior Skills In Relevant Functional Competencies Such As But Not Limited To: Data And Report Management, Program And Project Management, Presentation And Facilitation, And Oral And Written English And Filipino Communication; And 5% 4. Advance Or Superior Knowledge And Experience In Technical Writing, Data Interpretation, Field Research, And Especially In Research Methodologies And Tools 10% B. Preferred Qualifications (competency-based) 35% 1. Familiar With The Functions, Mandates, Roles And Structures Of The Council For The Welfare Of Children (cwc) 20% 2.
