Description Request For Proposal Procurement Of Consultancy Services (individual Or Firm) For The Capacity Building Training For Cwc Staff For Two (2) Months Rfp No. 24-0202 Np-svp 1. The Council For The Welfare Of Children (cwc), Through Its Bids And Awards Committee (bac), Intends To Apply The Sum Of One Hundred Twenty Thousand Pesos Only (₱120,000.00) Being The Approved Budget For The Contract (abc) For The Procurement Of Consultancy Services (individual Or Firm) For The Capacity Building Training For Cwc Staff For Two (2) Months (rfp No. 24-0202 Np-svp); 2. The Council For The Welfare Of Children (cwc) Is The Inter-agency Focal Body Of The Philippine Government For Children, Mandated To Coordinate The Implementation And Enforcement For All Laws; Formulate, Monitor, And Evaluate Policies, Programs, And Measures For Children. In January 2019, Republic Act No. 11188 Otherwise Known As “an Act Providing For The Special Protection Of Children In Situations Of Armed Conflict (csac) And Providing Penalties For Violations Thereof” Was Enacted. Additionally, Section 27 Of The Said Law On Monitoring And Reporting Tasked Cwc, Together With The Inter-agency Committee On Children In Situations Of Armed Conflict (iac-csac), To Maintain A Database On Children For The Monitoring And Reporting Of Children In Situations Of Armed Conflict. In The Fulfillment Of Its Mandate, The Cwc Makabata Helpline 1383 Aims To Facilitate Immediate Coordination And Referral Of Cases Involving Children For Appropriate Intervention, Response, And Monitoring. It Utilizes Mobile Phone Numbers, E-mails, And Social Media Platforms As Channels For Receiving Reports. The Cwc Also Envisions Makabata Helpline 1383 To Connect And Coordinate With All Existing Helpline Services For Children, Adolescents, Their Parents And The Community For Preventive Interventions. Currently, The Makabata Helpline 1383 Has Two (2) Helpline Officers Who Act On Reports Being Received Through Phone Calls, E-mails, Helpline 1383, Cwc’s Website Click-to-call, Chat In Social Media, And The Egov Ph Super App. Thus, This Procurement Requirement To Hire A Consultancy Services (individual Or Firm) To Capacitate And Equip The Helpline Officers, The Makabata Helpline 1383 Staff, And Some Focal Employees Of Cwc Divisions, Of Knowledge And Skills On Appropriate Laws And Services Of The Said Program. 3. Scope Of Work/ Roles And Responsibilities Of The Consultant The Consultant’s Scope Of Work/ Roles And Responsibilities Are As Follows: • Preparatory Activities And Coordination With Cwc; • Review And Sign The Contract With Cwc; • Formulation Of The Training Design And/or Session Guide Which Include The Following Details: O Time O Session O Objective O Methodology O Expected Output O Materials Needed • Formulation Of Presentation Materials For The Training; • Facilitate And Conduct Of Preparatory Activities And Training; • Consolidation Of Training Outputs And Results Of Activities; • Documentation Of Training 4. Expected Output/deliverables The Consultant’s Expected Output/deliverables Are: A. Training Proposal B. Training Design/ Session Guide C. Conduct Of Preparatory Activities And Training D. Documentation Report For Preparatory Activities And Conduct Of Training The Consultant Shall Work Under The Direct Supervision Of The Project Management Office (pmo), And In Coordination With The Office Of The Executive Director. 5. The Qualifications And Requirements Must Be Met Prior To Engaging Its Services; It Shall Be Evaluated By The End-user (pmo) Based On The Following Technical Evaluation Criteria: Techinical Evaluation Criteria Rating A. Minimum Qualifications 25% 1. Registered Under The Philippine Government Electronic Procurement System (philgeps) And Duly Notarized Omnibus Sworn Statement; 5% 2. With At Least Three (3) Years Of Experience Working With Government Agencies And Private Organization That Cater To Children; And 10% 3. Superior Skills In Relevant Functional Competencies Such As But Not Limited To: Data And Report Management, Program And Project Management, Presentation And Facilitation, And Oral And Written English And Filipino Communication. 10% B.
