Description Request For Proposal Procurement Of Consultancy Services (individual) For The Consultancy On The Development Of The Performance Measurement Framework (pmf) For Seven (7) Months (2nd Posting) Rfp No. 24-0155 Np-svp 1. The Council For The Welfare Of Children (cwc), Through Its Bids And Awards Committee (bac), Intends To Apply The Sum Of Eight Hundred Thousand Pesos Only (₱800,000.00) Being The Approved Budget For The Contract (abc) For The Procurement Of Consultancy Services (individual) On The Development Of The Performance Measurement Framework (pmf) For Seven (7) Months (2nd Posting) (rfp No. 24-0155 Np-svp); 2. As The Focal Interagency Body For Filipino Children, The Cwc Ensures The Implementation, Coordination, Monitoring, And Evaluation (m&e) Of Child-focused Programs, Plans, And Activities At The National And Local Levels. Pursuant To Its Commitment To The Uncrc, The Philippine National Strategic Framework For Plan Development For Children (child 21) Serves As The Strategic Framework For All Long-range And Concreted Efforts And Initiatives Of The Government Of The Philippines. To Achieve Its Objectives, The Child 21 Is Divided Into Five (5) Year Medium-term National Plan Of Action For Children (npac). The Cwc, Along With Its Partners And Stakeholders, Is Currently Working Towards Developing The Fourth Npac. Among Others, The Fourth Npac Aims To Integrate A Comprehensive And Child-centered M&e Framework. The Cwc, Established The Monitoring And Evaluation Division (med) To Lead The Development Of The Council’s M&e Framework. The Enhancement Of The Subaybay Bata Monitoring System (sbms) Remains A Priority Of The Division. The Enhancement Of The Sbms Aims To Integrate A Results-based Monitoring And Evaluation Framework To Improve Data Reporting And Analysis Of The Situation Of Filipino Children. Subsequently, This Shall Allow The Cwc To Produce Timely And Comprehensive Reports To Help Duty-bearers And Other Stakeholders Assess The Impact Of Child Welfare Plans And Programs And Formulate Evidence-based Policies For Children. In Addition, This Shall Also Improve The Country’s Compliance With Its Monitoring And Reporting Commitments. The Division Envisions A Comprehensive And Child-centered M&e Framework That Shall Guarantee The Availability, Quality, And Accessibility Of Relevant Data And Statistics On Children At All Levels Of Governance. Recognizing This, The Division Prioritized The Development Of The Zero Draft Of The Logic Model And Theory Of Chance (toc) Narrative Which Discusses The Link Between Outputs, Outcomes, And Pre-conditions Necessary For Achieving The Ultimate Goal. Contrary To The Logic Model, The Toc Narrative Provides A Contextual Analysis Of The Underlying Organizational And Sectoral Challenges Of The Cwc; And The Convergence Of Pathways Of Change, Which In Cwc’s Case Are Complementary Organizational (internal) And Sectoral (external Outcomes), Into One (1) Ultimate Outcome. Cognizant Of The Challenges With Its Monitoring And Reporting Mandates, Establishing And Institutionalizing The M&e Framework Shall Empower The Cwc To Monitor Better And Evaluate Its Programs, Ensuring The Continuous Improvement Of Child Welfare Initiatives In Line With The Agency’s Mission And Objectives. In View Of This, The Cwc Through The Med Shall Engage A Consultant In The Development Of The Performance Measurement Framework (pmf). 3. Scope Of Work/ Roles And Responsibilities Of The Consultant The Consultant’s Scope Of Work/ Roles And Responsibilities Are As Follows: • Develop A Performance Measurement Framework Consistent And Aligned With The Cwc’s Logic Model And Theory Of Change Narrative, And For Integration Into The Cwc M&e Framework And Sbms; • Identify Performance Indicators For The Expected Outcomes And Outputs; • Describe And Measure The Initial Conditions Being Addressed By The Outcomes • Select Targets And Determine Expected Achievement Dates; • Agree On Administrative And Institutional Tasks Related To Monitoring; • Conduct A Comprehensive Review Of Cwc’s Existing Programs, Policies, And Logic Model And Theory Of Change Narrative; • Formulate And Propose Agency – And/or Program-specific Statistical And Results-based Monitoring And Evaluation Indicators; And • Develop Mechanisms And Activities For Stakeholder Consultations; 4. Expected Output/deliverables The Consultant’s Expected Output/deliverables Are: A. Inception Report With Work Plan Presented To And Approved By The Management Committee; B. At Least Three (3) Coordination And Alignment Meetings With The Monitoring And Evaluation Division To Conduct Preparatory Work For The Pmf; C. Mapping Of Indicators Utilized In The 4th Npac, 4th Rpac, And 2022-2023 Rsac; D. Initial Draft Of The Performance Measurement Framework Which Contains The Following Information: Indicators, Tentative Baseline Data, Tentative Target, Definition, How To Measure, Means Of Verification, Respondents, Responsible Unit, Data Collection Method, Data Collection Schedule, And Schedule Of Reporting; E. At Least Three (3) Coordination And Alignment Meeting With The Monitoring And Evaluation Division And Other M&e Stakeholders To Review And Revise The Initial Draft Of The Pmf; F. Progress Report; G. Activity Documentation Reports (as Needed); H. Activity Design, Workshop Templates, And Session Guide For Review And Approval Of The Division; I. At Least Three (3) Coordination Meetings Wit Med And M&e Stakeholders To Discuss And Conduct Preparatory Activities For The Live-in Consultation Workshop; J. Revised Performance Measurement Framework With Med’s Comments And Inputs Integrated; K. Conduct Live-in Consultation Workshop For The Development Of The Pmf; L. Initial Presentation To The Cwc Technical Management Group (tmg) And Board; M. Progress Report And Activity Documentation; N. Revised Pmf With Inputs And Comments Of Stakeholders Integrated; O. Final Presentation Of The Cwc Performance Measurement Framework To The Cwc Tmg And Board; P. Information And Communications Technology Recommendations For The Enhancement Of The Sbms; Q. Manual Or Toolkit For Knowledge And Skills Transfer On The Pmf; R. Terminal Report S. Posting Of Performance Bond Equivalent To 5% Of The Total Contract Price Awarded. The Consultant Shall Work Under The Direct Supervision Of The Monitoring And Evaluation Division (med), And In Coordination With The Office Of The Executive Director. 5. The Qualifications And Requirements Must Be Met Prior To Engaging Its Services; It Shall Be Evaluated By The End-user (med) Based On The Following Technical Evaluation Criteria: Criteria Rating A. Minimum Qualifications 25% 1. Registered Under The Philippine Government Electronic System (philgeps) 5% 2. With At Least Five (5) Years Of Experience Working With Government Agencies And Familiarity With Government Audit And Accounting Rules And Procedures; 5% 3. Superior Skills In Relevant Functional Competencies Such As But Not Limited To: Data And Report Management, Program And Project Management, Presentation And Facilitation, And Oral And Written English And Filipino Communication; And 5% 4.
