The Council For The Welfare Of Children (cwc), Through The Gaa For Fy 2024 Intends To Apply The Sum Of Two Million Nine Hundred Thousand Pesos Only (php2,900,000.00) Being The Approved Budget For The Contract (abc) To Payments Under The Contract For Procurement Of Ict Consulting Services For The Following Monitoring And Evaluation Division (med) Systems. Bids Received In Excess Of The Abc Shall Be Automatically Rejected At The Opening Of The Financial Proposals. Lot Item Description Abc 01 Ict Consulting Services For The Enhancement Of The Seal Of Child-friendly Local Governance Knowledge Management System (scflg-kms) Phase Iii ₱1,400,000.00 02 Ict Consulting Services For The Enhancement Of The Subaybay Bata Monitoring System (sbms) Phase I ₱800,000.00 03 Ict Consulting Services For The Development Of The Presidential Award For Child-friendly Municipalities And Cities Knowledge Management System (pacfmc-kms) ₱700,000.00 2. The Council For The Welfare Of Children (cwc) Now Calls For The Submission Of Eligibility Documents For Procurement Of Consulting Services For The Monitoring And Evaluation Division (med). Eligibility Documents Of Interested Consultants Must Be Duly Received By The Bac Secretariat On Or Before 02 August 2024, 12:00 Nn At Cwc Central Office, No. 10 Apo St., Sta. Mesa Heights, Quezon City. Applications For Eligibility Will Be Evaluated Based On A Non-discretionary “pass/fail” Criterion. 3. The Bac Shall Draw Up A Short List Of Consultants From Those Who Have Submitted Expression Of Interest, Including The Eligibility Documents, And Have Been Determined As Eligible In Accordance With The Provisions Of Republic Act 9184 (ra 9184), Otherwise Known As The “government Procurement Reform Act”, And Its Implementing Rules And Regulations (irr). The Short List Shall Consist Of A Maximum Of Five (5) Prospective Bidders Who Will Be Entitled To Submit Bids. The Criteria And Rating System For Short Listing Are: The Consultant Or The Participating Bidder Must Be A Registered Firm. The Qualifications And Requirements Must Be Met Prior To Engaging Its Services. The Consultant Shall Be Evaluated By The End-user And The Bids And Awards Committee (bac) Based On The Following Technical Evaluation Criteria: Criteria Weight Applicable Experience Of The Consultant (consulting Firm) And Associates In Case Of Joint Ventures 50% Qualification Of Principal And Key Staff Of The Consultant 30% Current Workload Relative To Capacity 20% Total 100% Note: The Minimum Score To Qualify For Shortlisting Shall Be Eighty Percent (80%) 6. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Cooperatives, And Partnerships Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. 7. The Procuring Entity Shall Evaluate Bids Using The Quality Based Evaluation/selection (qbe/qbs) Procedure. 8. The Contract And All Activities Under The Scope Of The Work And Expected Output Should Be Completed Within Five (5) Months. 9.
