Expressions of interest : Recruitment of a Consultant (firm) in charge of identifying and developing legal and regulatory texts favorable to digital finance and innovation in Niger. Mission objectives The general objective is to improve the legal, regulatory and fiscal framework for digital finance and innovation by identifying and drafting legal and regulatory texts. Specifically, it is about: Update the report entitled Study on improving the legal framework for electronic payments and digital finance in Niger . For the Firm, this will be: Make a diagnosis of all the legal and regulatory texts directly or indirectly governing digital finance and innovation in Niger in order to highlight any shortcomings negatively impacting the promotion of digital finance and innovation, Take into account the works and texts existing on the themes listed below: The measures (KYC) of opening mobile money accounts and bank accounts. This work must be done in close collaboration with CENTIF; Payments including retail payments / merchant payments, and each of the payments made by the State to individuals (social safety nets, scholarships, pensions, salaries of contract workers) and to businesses / and vice versa (payment of fees customs, vignettes, municipal taxes and others) in order to facilitate the adoption of all these payments in digital form and the reduction of the use of cash; The protection of personal data; Electronic commerce; Consumer protection with regard to digital in general and digital finance in particular; The electronic money tax regime; The tax regime for mobile money agents; The tax regime on equipment such as mobile phones and payment terminals; The regime governing access to the USSD code and the QR code; Interoperability; FINTECHs; Identifiers to ensure that different kinds of identifiers are admissible and recognized by financial institutions / Mobile Phone Operators.
