Description: Negotiated award with public participation competition (service) Freelance service as a regional broadband consultant The Bergstrasse Economic Development Agency (wfb) intends to continue the “Regional Broadband Advisory Center for South Hesse”, financed by the granting of a grant from funds from the State of Hesse in accordance with the Directive for the Promotion of Gigabit Supply in the State of Hesse of June 5, 2023, as amended. In recent years, some successes have already been achieved with regard to the expansion of high-performance digital networks. The aim is to further advance broadband expansion with the aim of realizing nationwide gigabit expansion. This is to be further supported by the broadband advice. The focus is on the preparation, initiation and implementation of gigabit projects, either independently or through the use of the funding program, as well as supporting the use of the Gigamap portal and the Ozg broadband portal. The broadband advice center is administratively located at the WFB. The technical advice service and assumption of the role of regional broadband advisor are to be taken over by a freelance service. The contract is awarded through a service contract. The award is made on the basis of the approval notice from the Hesse Economic and Infrastructure Bank dated December 6, 2024. The task of the regional broadband advice includes advising the municipalities in the South Hesse region (Bergstrasse district, Darmstadt-Dieburg district, Darmstadt city, Groß-Gerau district, Offenbach district, Odenwald district) and supporting the Hesse Broadband Office and is based on their advice needs, so that it cannot be described exhaustively. The general tasks include: - Goal- and success-oriented support and impartial advice to municipalities, cities and districts in the preparation and implementation of broadband projects. Ongoing expansion projects and the migration of broadband projects as well as the initiation and implementation of projects to provide nationwide gigabit coverage for households and companies are the focus here. The linking of radio and landline-based digital infrastructures should also be taken into account. - Support, for example, in the preparation of project outlines, clarification of factual questions and framework conditions (e.g. technical, legal, financial) for the implementation of the broadband projects with the relevant bodies and authorities, comprehensive advice on funding from all relevant programs, contact with telecommunications companies, monitoring of project implementations, advice on installation techniques and structural realization, etc. - Participation in coordination meetings, committee meetings, support in the implementation of information events, etc. - Organisation and support of the network of South Hesse broadband district coordinators, e.g. through regular exchange meetings. - The consultancy service is carried out in close cooperation and exchange with the Hesse Broadband Office at Hesse Trade & Invest and the Hesse Ministry for Digitalisation and Innovation. Part of the consultancy service is to support Gigamap Hesse with a focus on GIS and other geodata for the state of Hesse in coordination with the Hesse Broadband Office. This includes collaboration in the implementation of the tool, the determination, recording and migration of infrastructure data and data management, the development and implementation of training courses at the municipal level, etc. In addition, the maintenance of the Ozg broadband portal for the Hesse Broadband Office (e.g. consultation hours, training courses) is to be supported. Participation in coordination appointments, specialist events, etc. of the state of Hesse is to be taken over. Furthermore, the representation of the state of Hesse is to take part in specialist meetings at federal and state level on the subject of permits and to prepare the topic centrally for the Hessen Broadband Office. The consulting service is to be provided in coordination with the Wfb. The consulting services carried out and results are to be documented regularly. Regular presence in the consulting area is required, temporal flexibility and mobility are assumed. The premises of the Bergstrasse Economic Development Agency can also be used for appointments if required and by arrangement. Appointments can also be made via digital platforms. The consultation period is expected to be from February 1, 2025 to December 12, 2025.
