Description: Public tender (service) External personnel consultancy (eap) for the Hessian Ministry of Justice and the Rule of Law External personnel consultancy (eap) for the business area of the Hessian Ministry of Justice and the Rule of Law The Hessian Ministry of Justice and the Rule of Law intends to provide external advice on professional and private problem situations for around 16,000 active justice employees, including all business areas of the Hessian Ministry of Justice and the Rule of Law listed under section 2.2 of the service description, and their close relatives. The annual utilization rate for consultations and consultation processes was between 1.2 and 2 percent. Virtual monthly specialist lecture formats were attended by 250 to 390 employees each year. The Hessian Ministry of Education (hereinafter referred to as the client) intends to commission a suitable company (hereinafter referred to as the contractor) with external personnel consulting through an EAP (Employee Assistance Program) from June 1, 2025. The consulting service in life situation coaching as well as the advice and support offer on the subject of work and care cover all of the issues mentioned, regardless of whether they are workplace-related or private. Managers are also entitled to receive supportive advice in stressful situations that arise from their role or function as a manager. Consultations are to be offered by telephone via a free hotline number, online via chat, via video conference and in person (face-to-face) in at least one advice center located in the Rhine-Main metropolitan area and at least one other in the central or northern Hesse area of the federal state of Hesse (premises of the contractor). The contractor provides the client's employees with a free 24-hour hotline number. Using this hotline, employees have the opportunity to consult a consultant directly by telephone every day, at any time of the day or night and on all days of the week (available 24 hours a day, 365 days a year). The services to be provided by the contractor are remunerated at a flat rate per year for the entire justice department. The financial framework available for the scope of services is a maximum of 162,000 euros (gross) per year. Offers that exceed this annual financial framework and the maximum total value limit for 48 months of 648,000 euros (gross) will be excluded due to impermissible changes to the contract documents. The contract takes effect when the contract is awarded. The execution period begins on June 1, 2025 and ends on May 31, 2026 (minimum term 12 months). After the minimum term of 12 months, the contract is extended by a further 12 months unless one of the contracting parties terminates the contract at least one month before the end of the respective contract term. The contract ends at the latest after 48 months from the start of the term.
