Background  The Increasing Impact Of Climate Change On Health, Include Climate Sensitive Infectious Diseases, Such As Some Vector And Food Borne Diseases, Nutritional Problems Associated With Food Insecurity, And Extreme Weather Events Such As Heat Waves, Floods, Droughts, Cyclones, As Well As Rising Sea Level Which Have Devastating Impact On Member States Especially Pacific Island Countries (who/wpro, 2015). The World Health Organization Has Called For The Adoption Of Both Greenhouse Gas (ghg) Mitigation And Adaptation Strategies To Address Climate Change. In 2020, Who Published The Global Guidance For Climate Resilient And Environmentally Sustainable Health Care Facilities Providing Health Professionals And Health Care Facility Managers With Key Tools And Interventions To Strengthen Health Care Facilities In The Context Of Climate Change. The Aim Is To Enable Hcf To Anticipate, Respond To, Recover From And Adapt To Climate-related Shocks And Stresses, While Minimizing Negative Impacts On The Environment And Leveraging Opportunities To Restore And Improve It. The Proposed ‘regional Guidance For Climate Resilient And Environmentally Sustainable Health Care Facilities’ (creshcf) Will Be Aligned To The Global Guidance For Creshcf And Should Consider Member States National Adaptation Plans (nap), Health-naps (h-naps) And Those With Existing National Guidance For Creshcf(e.g., Fiji )  And Other Plans And Documents, E.g. Sendai Framework For Disaster Risk Reduction, Who’s Operational Framework For Building Climate-resilient Health Systems, Pacific Islands’ Action Plan On Climate Change And Health (2018), Nationally Determined Contributions (ndc) And/or Low Emission Development Strategies, Etc.   Purpose/specific Objective Of The Activity The Consultant Will Develop The ‘regional Guidance For Climate Resilient And Environmentally Sustainable Health Care Facilities’ In Collaboration With The Pacific Climate Change And Environment (pce) Team, Who Division Of Pacific Technical Support (dps) Office And Health And Environment (hae) Unit Of The Western Pacific Regional Office (wpro).   Description Of Activities To Be Carried Out The General Objective Of This Work Is To Develop A Regional Guidance For Climate Resilient And Environmentally Sustainable Health Care Facilities For The Western Pacific. The Specific Objectives Are: To Ensure The Guidance Supports The Work And The Plan Of The Cce-tag With Focus On Asia And The Pacific;  To Contextualize The Global Guidance For Creshcf To Be A Guide That Supports Ms To Support Building Climate Resilient Health Systems, As Well As Climate Change Mitigation Efforts In The Health Sector; To Ensure Ms Are Involved In The Process Of Developing The Regional Guidance. The Purpose Of Developing The Regional Guidance Is To Further Contextualize Assessment And Adaptation Measures That Build Climate Resilience And To Promote Environmentally Sustainable Practices To Meet The Needs Of Member States In The Western Pacific Region, As Well As Provide An Additional Pathway Of Support For The Development Of National Level Guidance.    Methods To Carry Out The Activity Under The Supervision Of The Pce Team Coordinator Based In Who Office, Suva, Fiji, The Consultant Will Carry Out The Following Activities: The Consultant Submits A Workplan Outlining All Activities Of This Contract (e.g., Conducting Literature Review, Virtual Interviews With Key Informants; The Consultant Will Collect Information And Literature Relevant To Creshcf And To Ms Relevant Plans And Policies, Synthesize Information And Evidence; Conducts Virtual/online With Ms And Stakeholders, And Potentially A Short Electronic Survey To Gather Additional Information; Based On The Findings From 2 And 3; The Consultant Prepares A Draft Regional Guidance For Climate Resilient And Environmentally Sustainable Health Care Facilities To Be Reviewed By Pce And Hae Team And Content Experts; Based On Reviewer Comments, Consultant Conducts Further Consultations (as Necessary) And Revisions For The Drafted Guidance; The Consultant Prepares A Report, Presentation, And Submits With The Finalized Draft Regional Guidance. Output/s Output 1: The Workplan Including Relevant Consultations To Be Conducted    Deliverable 1.1: The List Of Stakeholders For Consultation, Documents And Literature For Review; Deliverable 1.2: The Workplan For The Consultations, Review, Preparation, Submission Of Draft And Reports. Output 2: Consultations (including Survey, If Necessary) And Literature Review Completed And Drafting Of The Guidance Deliverable 2.1: Series Of Consultations To Collect Baseline Information And Development Of The Drafted Guidance; Deliverable 2.2: Initial Draft Of The Regional Guidance To Be Reviewed By Pce Team And Content Experts; Output 3: The Guidance Is Finalized And Submitted For Publication Deliverable 3.1: The Finalized Regional Guidance For Climate Resilient And Environmentally Sustainable Health Care Facilities, Including Presentation Of Process And Final Output; Deliverable 3.2: Final Consultancy Report With Recommendation And Lessons Learned.   Qualifications & Experience Education Essential:   Advanced Degree In Climate Change Or Environmental Sciences, Public Health, Or Health Sciences. Desirable: Climate Change Or Environmental Sciences And Public Health   Experience Essential: At Least Ten Years Of Experience In Climate Change Adaptation And Mitigation, Health Or Environment Risk Assessment Of Impacts Of Climate Change Or Extreme Weather Events.  Knowledge And Experience Working With Asia Pacific Region. Desirable: Climate Change Adaptation And Mitigation Project Management Particularly In Asia Pacific Region   Technical Skills & Knowledge Specific Technical Knowledge Of Climate Resilience And Environmental Sustainability; Paris Agreement And Nationally Determined Contributions And Sendai Framework For Disaster Risk Reduction; Has Knowledge In The Role And Responsibilities Of Un Agencies And National Authorities In Disaster Risk Management, Climate Change Adaptation And Sdg Implementation.
