General Procurement Noticekyrgyz Republicthird Village Investment Project (covid -19 Response) Additional Financing Loan #6782; Grant #d727; The Kyrgyz Republic Has Received A Financing From The International Development Association (ida) In The Amount Of Us$ 17.0 Million Totally Equivalent Toward The Cost Of The Third Village Investment Project (covid -19 Response) Additional Financing, And It Intends To Apply Part Of The Proceeds To Payments For Goods, Works And Consulting Services To Be Procured Under This Project.the Project Will Include The Following Components:component 1. Capacity Building Of Local Self-governments And Communities Component 1 In The Af Will Finance Community Mobilization Activities Similar To Those Under The Parent Project, Tailoring The Mobilization And Capacity Building To The Covid-19 Context To Ensure Inclusion Of Vulnerable Groups (young Women, Vulnerable Young People, The Elderly And Disabled) To Generating Livelihood Opportunities And Maintaining Their Efforts.this Component Will Include Building The Capacity Of Community Members Under The Livelihoods Support Program (lsp), In Addition To Continuing The Peer-to-peer Learning Activities Initiated Within The Parent Project. A Livelihoods Support Program (lsp) Will Comprise Technical Assistance (ta) From Qualified Organizations To Create A Support System (market And Needs Assessment, Business Proposal Development, Training And Coaching) That Promotes Viable Businesses And Ensures The Sustainability Of Livelihoods.qualified Economic Research Firms Will Work With Target Communities To Identify Opportunities, Assess Markets And Communities’ Capacities, And Formulate Value Chain Action Plans. They Will Also Build The Capacity Of Communities And Community Village Investment Associations (cvias) To Understand The Potential Of Local Livelihoods Options And Activities Supported Under The Project.the Assessments And Value Chain Action Plans Will Provide A Basis For Decision-making On The Best Way To Revitalize Existing And New Enterprises, And On The Most Effective Investments In The Markets, Products And Sectors Required In A Post Covid-19 Environment.component 2. Village Investmentsthe Af Will Allocate Us$13.3 Million To Support Additional Investments Associated With Social Infrastructure, Health And Livelihood In Target Aas In The Four Northern Oblasts Of The Kyrgyz Republic. A Total Of 241 Aas Will Participate In The Vip-3 Afcomponent 3. Project Managementproject Implementation, Including The Project’s Monitoring And Evaluation System, Communication Strategy, Application Of Environmental And Social Instruments, Annual Audits, Training And Financing Of Operating Costs.component 4: Contingent Emergency Response Componenta Contingent Emergency Response Component (cerc) Is Added To Enable The Cabinet Of Ministers (com) Of The Kyrgyz Republic To Reallocate Project Funds To Response Efforts In The Event Of An Urgent Need For Assistance To Respond To An Eligible Crisis Or Emergency. This Provisional Zero Value Component Is Designed To Allow For Rapid Access To Project Funds For Response And Recovery In The Face Of A Crisis. Activities Would Be Targeted To Mitigate And Respond To The Socioeconomic Impacts Of The Crisis.
