More City of Maintal - Award procedure for the lot-based procurement of lunch services for day care centers The city of Maintal intends to award service contracts for the regular lunch provision of children of different age groups (from 12 months to 10 years) in fourteen municipal day care centers with age-appropriate and healthy meals for the supply period of four years from October 1, 2025. Lunch for the day care centers in Dörnigheim and Wachenbuchen Lot 1 (Dörnigheim and Wachenbuchen) includes around 552 lunch meals outside of the Hessian summer holidays; around 276 lunch meals during the Hessian summer holidays. Lot 2 (Bischofsheim and Hochstadt) accounts for around 723 lunch meals outside of the Hessian summer holidays; around 361 lunch meals during the Hessian summer holidays. The maximum quantity of lunch meals required is currently a total of 1,600 meals per day for both lots, of which the maximum call-off quantity for Lot 1 is around 700 meals and for Lot 2 around 900 meals. The estimated total annual contract value for Lot 1 is around 126,440 meals. The estimated total annual contract value for Lot 2 is around 159,060 meals. These are estimates by the client, who is obliged to specify a maximum limit in view of the case law of the ECJ (cf. judgment of June 17, 2021, C-23/20 - Simonsen & Weel). The bidder has no right to commission the services corresponding to this volume. If the maximum call-off quantity is exceeded, the contract becomes invalid (cf. Olg Koblenz, decision of December 12, 2022 - Verg 3/22). The meals must consist of two courses (main course and starter and/or dessert) and must be delivered between 11 a.m. and 1:30 p.m. at the latest. The exact delivery times for the respective facility can be found in the service description. Compliance with the DGE guidelines is a binding minimum standard for lunch meals in the municipal day care centers of the city of Maintal. Small kitchens are available in the premises of the care facilities, but no large refrigerators or high-voltage connections. In the client's opinion, the capacities are not sufficient for setting up convection ovens, etc. The contractor must provide the equipment necessary for the type of preparation he is offering. The subject of this contract is the regular/working day supply of hot/ready-to-eat meals to the aforementioned municipal childcare facilities in the city of Maintal. The contract is initially concluded for a term of four years. The client has two unilateral options to extend the contract by a further year each time. The maximum term that can be achieved is therefore six years. Note: On request, the bidder can be provided with a floor plan and/or an equipment overview of the respective facility.
