Description Resolution On Prior Approval No. 07-110 Series Of 2024 Resolution Recommending The Use Of Alternative Method Of Procurement For The Acquisition Of Goods And Services Whereas, The Submitted Ppmp With The Following Details: End-user Project No. Project Title Abc Quezon City Drug Treatment And Rehabilitation Center (tahanan) Qcdtrc(tahanan)-24-hme-0731 Procurement Of Dental Unit And Chair P 235,400.00 Whereas, Section 48 Of Ra 9184 States Among Others That Subject To The Prior Approval Of The Head Of The Procuring Entity Or His Duly Authorized Representative And Whenever Justified By The Conditions Provided In This Act, The Procuring Entity May, In Order To Promote Economy And Efficiency, Resort To Any Of The Alternative Methods Of Procurement; Whereas, The Proposed Acquisitions Were Initially Subjected To Public Bidding And Reason Of Failures, To Wit: Schedule Of Public Bidding Reason Of Failure April 23, 2024 Ineligible Bidder May 07, 2024 Post Disqualified Bidder June 18, 2024 No Sale Being That, The Intended Acquisition Has Undergone Two (2) Failed Public Biddings, Sec. 53.1, Irr Of Ra 9184 States That Negotiated Procurement May Now Be Resorted To Where There Has Been Failure Of Public Bidding For The Second Time As Provided In Section 35; Whereas, The Bids And Awards Committee (goods), In Its Evaluation, Considered All The Factual Circumstances Of The Foregoing And The Immediate Need For The Acquisition Of The Goods Which Warrants And Necessitates The Use Of Alternative Method Of Procurement Through Negotiated Mode; Whereas, During The Bac Regular Meeting, The Same Has Been Resolved And Immediately Recommended To The Hope For The Procurement Process Thru Alternative Mode Of Procurement. Now, Therefore, With The Foregoing Premises, We Hereby Resolved That The Use Of Alternative Method Of Procurement For The Aforesaid Ppmp Is Justified And Is Recommended For Approval Of The City Mayor As Head Of The Procuring Entity, By Reason Of The Existence Of The Conditions Set Forth Under Ra 9184 And Its Irr In Line With The Promotion Of Economy And Efficiency In The Procurement System.
