Contract notice - general guideline, standard regulation open procedure (services) vocational training in an external facility (BAE) according to § 16 (1) SGB II in conjunction with § 76 SGB III - cooperative model - B.1.1 Description of the measure (objectives and introduction) The object of the service is the implementation of vocational training in external facilities (BAE) - cooperative model - according to § 16 (1) SGB II in conjunction with § 76 SGB III and §§ 4, 5 para. 2 Ff Bbig / §§ 25, 26 para. 2 Ff Hwo (general vocational training including staged training) and §§ 64 Ff Bbig / §§ 42 Km Hwo ("worker training") exclusively for disabled people within the meaning of Section 19 of the Social Code III). BAE according to Section 76, Book III of the Social Code (SGB III) aim to enable trainees who require special assistance due to a learning disability or social disadvantage to begin, continue and successfully complete vocational training. All options must be taken to promote the trainee's transition to a company-based training place. In the cooperative model, the training content is taught with the involvement of partner companies that have the qualifications according to Sections 27 ff Bbig/Sections 21 ff Hwo. In addition to recruiting partner companies, the contractor is responsible for placing trainees in company training as early as possible - preferably in the partner company - and for coordinating the training with all parties involved - especially with the vocational school - and supports them in carrying out their tasks, in particular through specialist theoretical instruction and social-educational support. The practical training in the company training phases is carried out exclusively by the partner company. The contractor and the partner companies must apply the currently valid training regulations/training rules for the individual vocational training courses. The training occupations, the corresponding training duration, the required measure locations and the number of training places to be created can be found on the lot and price sheet. With regard to the number of training places, please note the remuneration regulations in Section 20 of the contract. If no restriction to certain specialist areas is specified, it must be ensured that all specialist areas can be covered. If it becomes apparent during the course of the measure that individual participants cannot meet the technical requirements of the desired training despite intensive support, the contractor must coordinate this with the client. If the training occupation being sought is assigned to other training occupations with a shorter training period (graduated training courses in accordance with Section 5 Paragraph 2 No. 1 Bbig/Section 26 Paragraph 2 No. 1 Hwo) in the training regulations, it must be clarified with the involvement of the participant whether it makes sense to convert the current training contract into one of these training occupations. In any case, this requires the participant's consent to the necessary contract change. In these cases, the training provider is obliged to convey the content of the new training occupation. Every opportunity must be taken to promote the transition of the trainee to a company-based training position. In the cooperative model, the training content is taught with the involvement of partner companies that are suitable in accordance with §§ 27 ff Bbig/§§ 21 ff Hwo. In any case, this requires the participant's consent to the necessary contract change. In these cases, the training provider is obliged to convey the content of the new training occupation. B.1.2 Participants The target group includes - regardless of the level of education achieved - young people and young adults without initial vocational training who have fulfilled compulsory schooling. The group of people eligible for funding includes young people with learning disabilities and socially disadvantaged people who, due to personal reasons, cannot be placed in a training position in a company even with training support services and are therefore dependent on an external facility. Trainees whose company or external vocational training relationship was terminated early and whose integration into company vocational training is hopeless even with training support services can continue their vocational training in an external facility if it is expected that the vocational training can be completed successfully. Disabled people who are not dependent on special services (Section 117 of the Social Security Code III) can receive support if they meet the relevant requirements. Special rooms and equipment therefore do not have to be provided. The adolescents and young adults are referred to as participants in the service description.
