Description: Participation competition below the European thresholds - sectors (construction work) Sale of land for the development of cross-generational living space on the "vellmar West" district square - expression of interest procedure In the town of Vellmar there is a considerable need to create cross-generational living space in order to do justice to today's demographic development. This is to take place in central local areas within the town. Against this background, the town of Vellmar sees considerable development potential on the site of the previous community center in the "vellmar-west" area and the Johanneskirche Vellmar-west of the Vellmar Protestant parish. According to the wishes of the city of Vellmar and the Evangelical Parish of Vellmar, this neighborhood square "vellmar-west" is to be restructured in terms of urban development and the focus is to create living space and areas for senior citizens and social services. The residential area to be developed is to include the establishment of catering establishments, as the neighborhood square "vellmar-west" serves as a spatial interface to neighboring residential areas. The owner of the plots of land with plot numbers 88/3, 88/4 and 88/5 (areas of the Vellmar-west community center) is the city of Vellmar and the Evangelical Parish of Vellmar with regard to the plots of land with plot numbers 88/2 and 88/11 (St. John's Church in Vellmar-west). The neighborhood square has a total area of approximately 10,500 m². The intention is to create building areas of around 3,000 m² with corresponding living and usable space of around 6,750 m² net. As part of the restructuring, the operation of the "vellmar-west" community center will be discontinued, which is currently used by local clubs and associations, the municipal youth work, the Vellmar-west daycare center, the social center and for meetings of the municipal committees as well as for rental purposes. These uses, in particular the cultural usage options for local clubs and associations to carry out their club work or for cultural exchange, the tasks of the youth work and the social center are also to remain located in the new quarter to be created and be integrated. The city will draw up a generally binding development plan in coordination with the selected developer to replace the previous development plan no. 20 B from 1975 including its amendment in 1982. The subject of this expression of interest procedure is the sale of the aforementioned properties to developers who will purchase the properties and develop the "vellmar-west" neighborhood square in their own name and on their own account in accordance with the aforementioned urban development objectives. The selected developer must either manage the various uses of space in the neighborhood themselves or, in coordination with the city of Vellmar and the Protestant parish, lease, rent or sell them to suitable operators or private and public facility operators. This expression of interest procedure serves to select the suitable developer. The sale will be made to the developer who has submitted the most economical offer in a price and concept evaluation based on the award criteria. The most economical offer will be evaluated on the one hand based on the highest offer price for the land to be purchased (20%) and on the other hand based on the urban development project concept (80%), which allows the best urban development implementation to be expected while taking into account the aforementioned objectives for the creation of cross-generational living space and other sensible complementary uses as part of the “vellmar-west” district development. The sale of the land is not linked to any public construction contract from the city. A minimum price of €180.00/m² applies to the purchase of the land. Offers that are below the so-called minimum price can be excluded from the expression of interest process. The buyer must implement the project at his own economic risk and according to his own calculations. Additional payments or the payment of remuneration by the city of Vellmar or the Evangelical Church of Vellmar are not planned. A combined land purchase contract and urban development contract will be agreed with the developer who is awarded the contract at the end of the process and then notarized. The specific terms of the land purchase contract and the required urban development contracts will be developed jointly with the appropriate developer in the negotiation process in order to best reflect mutual interests. The basis for the town of Vellmar and the Evangelical Parish of Vellmar is the appropriate safeguarding of the urban development implementation in accordance with the "information on the land purchase contract" in the tender documents. The decision to sell the land will only be made in the responsible municipal and parish committee after the land purchase contract negotiated in advance in the negotiation process and the required urban development contracts have been notarized. In this respect, these are subject to the suspensive condition of the respective approval being passed within the framework of the notarial certification.
