Request For Supply Arrangement (rfsa) For Investigative Services - Permanent Notice - Ongoing Opportunity To Qualify This Is An Ongoing Opportunity To Qualify Suppliers. The Correctional Service Canada (csc) Is Issuing This Request For Supply Arrangement (rfsa) In Accordance With The Process Set Out Below To Allow Suppliers To Become Qualified. Suppliers May Submit A Bid For A Sa At Any Time By Responding To This Opportunity. Csc Reserves The Right To Issue Sa To Bidders Who Qualify Throughout The Entire Refresh Period Of The Sa. Process: Suppliers May Submit Arrangements Starting One (1) Week From The Publication Date Of This Rfsa. Permanent Notice: This Is A Permanent Notice Posted On The Government Electronic Tendering Service (gets) For The Duration Of The Sa Describing This Procurement Vehicle. Suppliers Are Invited To Submit A Bid To Become Pre-qualified Suppliers And Be Issued Sa For Investigative Services. 1. New Suppliers: Throughout The Supply Arrangement Period, New Suppliers May Submit Bids To Become Qualified Suppliers. 2. Number Of Supply Arrangements: Suppliers Acknowledge That Csc May Issue An Unlimited Number Of Supply Arrangements And May Continue To Issue Supply Arrangements To Suppliers Throughout The Supply Arrangement Period. 3. Issuance Of Resulting Contracts: In Light Of Operational Requirements, Csc May Issue Contracts Against This Supply Arrangement As Soon As A Supplier Is Awarded A Supply Arrangement. This Requirement Is For: Correctional Service Canada (csc) Trade Agreement: Canadian Free Trade Agreement (cfta), Canada Free Trade Agreements With Chile/colombia/honduras/panama, Canada-peru Free Trade Agreement. Tendering Procedures: All Interested Suppliers May Submit A Bid. Set-aside Under The Procurement Strategy For Aboriginal Business: This Procurement Is Not Subject To Any Set-asides For Aboriginal Suppliers. Comprehensive Land Claim Agreement: This Procurement Is Not Subject To A Comprehensive Land Claims Agreement. Security Requirements: This Supply Arrangement (sa) Includes Security Requirements. Nature Of Requirements: The Following Is A Summary Of The Statement Of Work For This Requirement. Csc Requires Investigative Services For Cases Regarding Allegations Of Employee Misconduct. The Contractor Must Provide Investigative Services On An ‘‘as And When Requested’’ Basis And Within Short Timeframes. Objectives: When Allegations Of Employee Misconduct Arise, Csc Must Immediately Carry Out An Investigation, Provide A National Response And Take Action Within Short Timelines. To Ensure An Immediate Response And Impartiality, Independent Resources External To Csc Must Conduct These Investigations. Deliverables: The Deliverables The Contractor Must Provide As Part Of The Investigative Services, Include But Are Not Limited To The Following: 1. Progress Reports; 2. A Description Of The Incident And The Circumstances Surrounding It; 3. Statements From Persons Who Have Knowledge Of The Incident; 4. Identification And Documentation Of Any Of The Regulatory Framework(s) That Were Breached/violated; 5. Interview Notes; 6. Audio/visual Recordings; 7. Physical Evidence; 8. Draft And Final Version(s) Of The Disciplinary Investigation Report; In Addition, Csc May Request That The Contractors Assist With Preparations For Adjudication Hearings Or Other Administrative/judicial Proceedings Associated With An Investigation, Such As The Public Service Labour Relations Board. Expected Sa Period: The Period For Awarding Contracts Under The Supply Arrangement Is From: Date Of Issuance To Five (5) Years Later. The Period For Awarding Contracts Under The Sa Begins On The Start Date Of The Sa. The Sa Holder Grants To Canada The Irrevocable Option To Extend The Term Of The Sa By Up To Five (5) Additional One-year Periods Under The Same Terms And Conditions.
