Personnel Complements 35 Points Number Of Full Time Personnel Who Have At Least Five (5) Years Experience In A & E Design And At Least Five (5) Years In Cms Ten Personnel And Above 15 15 Points Five To Nine Personnel 10 Less Than Five Personnel 5 Number Of Full Time Personnel Who Have At Least Five (5) Years Experience In Organizational Planning Twenty Personnel And Above 10 10 Points Ten To Nineteen Personnel 7 Less Than Ten Personnel 5 Number Of Full Time Support Staff Who Are College Graduates 95% To 100% Support Staff 10 10 Points 80% To 94% Support Staff 7 Less Than 80% Support Staff 5 Iii. Current Workload Relative To Capacity 20 Points Number Of Projects Of The Same Or Equivalent Nature Of Requirement Being Undertaken Five Or More Projects 20 20 Points Less Than Five Projects 15 Total Score 100 Points Passing Score 75 Points Note: In Case Of A Tie, The Tie Breaking Criterion Will Be The Number Of Completed And Accepted Projects. In Case Of Another Tie, The Tie Breaking Criterion Will Be The Number Of Years Of The Company. 4. Bidding Will Be Conducted Through Open Competitive Bidding Procedures Using Non-discretionary “pass/fail” Criterion As Specified In The Irr Of Ra 9184. Bidding Is Restricted To Filipino Citizens/sole Proprietorships, Partnerships, Or Organizations With At Least Sixty Percent (60%) Interest Or Outstanding Capital Stock Belonging To Citizens Of The Philippines. Note: All Interested Bidders Must Have Secured Bir Tax Clearance Before The Bidding Date. 5. The Procuring Entity Shall Evaluate Bids Using The Quality-cost Based Evaluation/selection (qcbe/qcbs) Procedure.
