Bidders must have completed "General Civil work with RCC structure" in a single agreement/contract within the stipulated timeframe. The value of completed works is adjusted to current costs. Notarized completion certificates, mentioning the executed work value and completion date, along with the corresponding Letter of Intent/Work Order, must be submitted. For private sector work experience, supporting documentation such as copies of the letter of award, corresponding TDS certificates, and certified invoices are needed. Experience from back-to-back contracts is acceptable, provided the second agency actually executed the work with the owner's concurrence, supported by a valid agreement and experience certificate. Joint ventures' experience is acceptable if the completion certificate clearly states the proportionate executed work value, along with notarized copies of the work order and JV/consortium agreement. Bidders must provide details of similar work executed during the last seven financial years and the current financial year.

The bidder's available bid capacity must equal or exceed the total bid value. The bidding capacity is calculated using a formula: Bidding Capacity = [{A x N x 1.5} - B], where A is the maximum turnover in construction works executed in any one year during the last five years (including completed and ongoing works, adjusted to current costs at 7% per annum), N is the number of years prescribed for work completion (N=2), and B is the value of existing commitments and ongoing works to be completed during the bid's completion period.

Bidders must have experience and deploy certain equipment, including excavators, trucks, scaffolding, shuttering, concrete batching plants, concrete mixers, vibrators, pumps, and various other tools and machinery. Bidders must provide details of their technical personnel, including qualifications and experience. A minimum number of personnel with specific qualifications and experience levels are required.
