The required prior work experience for the bidder is that they should have successfully completed or substantially completed with any Govt agencies/PSU/Municipal Corporation/local Govt bodies certain similar works, specifically Bituminous Surfacing Works, within the last seven and current financial years. The value and percentage of similar works completed are as follows: - Three similar works costing not less than 40% of the estimated cost of work, - Two similar works costing not less than 50% of the estimated cost of work, - One similar work costing not less than 80% of the estimated cost of work. Substantially completed works are defined as those works which are 90% completed on the date of submission. Additionally, the bidder should have a certain level of experience and capability, as they are required to have employed a Graduate Civil Engineer or a Diploma in Civil Engineering with a minimum experience of 2 years or 5 years, respectively. The bidder should also have completed works with a value that can be used to calculate the Available Bid Capacity, which is a measure of the bidder's ability to execute the proposed work. The bidder should meet all the technical evaluation criteria indicated in the bid documents and should submit a list of engineers on their permanent establishment with qualification and experience on affidavits. The bidder should also submit an undertaking that there is no poor/slow progress in running works, no serious defects observed in works which stand un-rectified, no cancelled/abandoned contracts in which Govt unrealized recoveries exist, and that they have not been blacklisted by any Govt/Dept. The bidder should have the required number of engineers with qualification and experience, and should own or have assured access to the requisite vehicles, equipments, and plants. The bidder should submit information of all arbitration/court cases decided during the last five and current financial years, and also presently in progress, as per the specified format. The bidder should also submit an undertaking that the proprietor/partners/directors of the firm are not involved in anti-national/anti-social activities and have neither been convicted nor are any proceedings pending in court for such activities. The bidder should have a minimum of 7 years of experience in executing similar works.
