The bid capacity required in the given tender is calculated using the formula: Available Bid Capacity = (A+N+M-B) Where:
A: Maximum value of Civil Engineering work updated to the price level of the last 5 years at the rate of 8 percent simple interest per year.
N: 1.0 if completion time is more than 6 months, 0.5 if completion time is less than or equal to 6 months.
M: 3
B: Value at the current price level of existing commitments and ongoing works to be completed during the period of completion of the work for which bids are invited. Additionally, the available bid capacity should not be less than the estimated amount put to tender, and other specific requirements include:
- Not less than the estimated amount put to tender
- 60% of the estimated amount for Machineries agency (in case of joint venture)
- 10% of the estimated amount for electrical agency (in case of joint venture)
- 40% of the estimated amount for similar nature of work (credential) Also, the bid capacity required in the given tender is a minimum annual turnover of Rs. 50 Crore.

The bidder should have prior work experience, including work for the Government, in the last five years. They should produce credentials of a similar nature of work, with options including: (i) similar nature of work of at least 40% of the estimated amount put to tender during 5 years prior to the date of issue of this tender notice;
(ii) two similar nature of works, each of at least 30% of the estimated amount put to tender during 5 years prior to the date of issue of this tender notice;
(iii) one single running work of similar nature, which has been completed to the extent of 80% or more, with a value of not less than the desired value at (i) above. The bidder must have work credentials of both Mechanical, Civil & Electrical with related works with at least 5 years of experience in the field, specifically in building up/remodeling work related to Poultry Industries, preferably similar work anywhere in India. Additionally, the bidder needs to submit a list of similar type of work completed/ongoing, including details such as contract number and date, name and address of the employer, value of the contract, stipulated period of completion, and value of works remaining to be completed. The experience under any department of State Government for similar works is valued at 10 marks, and the bidder should have a turnover of at least 3 Cr. yearly, with specific marks allocated based on the turnover amount. The bidder should also have completed or ongoing similar works in Govt Sector/Private sectors, valued at 40 marks. The minimum annual turnover required is Rs. 50 Crore, as certified by a Chartered Firm, but for evaluation purposes, the turnover is categorized as follows:
- Rs.50,00,00,001 and above = 10 marks
- Rs. 20,00,00,001 to Rs. 50,00,00,000/- = 7 Marks
- Rs. 5,00,00,001 to Rs. 20,00,00,000/- = 3 Marks
- Rs. 1,00,00,001/- to Rs. 5,00,00,000/- = 2 Marks
- Rs. below 1,00,00,000/- = 1 Marks In case of a joint venture, the Mechanical, Civil, and Electrical agencies are allowed to participate, with specific requirements for each agency.
