Advance Contract Award Notice (acan) An Advance Contract Award Notice (acan) Is A Public Notice Indicating To The Supplier Community That A Department Or Agency Intends To Award A Contract For Goods, Services Or Construction To A Pre-identified Supplier, Thereby Allowing Other Suppliers To Signal Their Interest In Bidding, By Submitting A Statement Of Capabilities. The Cargo Area Requires Illumination To Enable Pre-flight And Post-flight Inspections By Loadmasters And Aircraft Technicians; Provide Adequate Lighting For Cargo Loading/unloading; And, Provide Illumination During Flight To Enable Safe Transit Through The Cargo Area During Appropriate Phases Of Flight. 4.2 The Current Cargo Illumination System Uses Twenty Light Fixtures Containing Four T10 Diameter Four-foot Fluorescent Bulbs (for A Total Quantity Of 80 Bulbs Per Aircraft). Fluorescent Bulbs Are Being Phased Out In Many Western Countries, Canada Included, Necessitating Their Replacement With Newer Technology. 4.3 A Complete Redesign Of The Existing Lighting System Is Considered Undesirable Due To A Higher Cost And Effort To Modify The Aircraft.
