Background Who Supports The Government Of Solomon Islands In Developing And Scaling Up Comprehensive Initiatives Targeting The Control, Prevention And Management Of Communicable Diseases Including Malaria And Other Vector-borne Diseases. The Solomon Islands Ministry Of Health And Medical Services (mhms), Through The National Vectorborne Disease Control Programme (nvbdcp) And Partners, Emphasizes Strengthening Surveillance As A Key Activity Under The Road To Elimination. As Part Of The Strategic Plan For Malaria Control And Elimination (2021-2025), Case-based Surveillance And Response Aims To Accelerate Progress Towards Malaria Elimination Though Targeted Interventions, One Of Which Is Focused Active Case Detection And Treatment. As Part Of Initial Steps Of A Project Known As “chasing Malaria In Honiara” This Work Is An Excellent Opportunity To Strengthen Nvbdcp Together With Who Support To Improve Response To Malaria As Part Of Strengthened Surveillance Systems.   Purpose/specific Objective Of The Activity The Consultant Will Establish Field-based Household Data Collection, Mapping And Custom Geographic Information System (gis) Based Analysis Capacity As Part Of The “chasing Malaria In Honiara” Active Surveillance Program.   Description Of Activities To Be Carried Out The Consultant Will Work Under Overall Supervision Of The Responsible Officer With Guidance And Input From Who Country Office Technical Officer And Support Staff. The Consultant Will Have The Following Deliverables: A. Digital Household Mapping And Surveillance Data Collection Survey Forms • develop (using Kobocollect Software) And Test A Set Of Data Collection Forms Including (but Not Limited To): Household Mapping, Fortnightly Visit; Case Register And Follow-up. • support The Creation Of Associated Unique Household Identifier Bar Codes (qr Codes). • develop A Set Of Simple Data Collection Form Install Instructions And Field Procedures. B. Geographic Information System (gis) To Support Data And Spatial Analysis • to Support The Establishment Of An Associated Gis Mapping System For Honiara City Council That Supports The Management, Mapping And Analysis Of Household Mapping And Associated Malaria Data Collection. • provide Technical Assistance To Honiara City Council Malaria Staff To Establish And Maintain Capacity To Effectively Operate The Gis System For Data Management, Mapping And Analysis. C. Data Review, Cleaning And Analysis And Provision Of Technical Support • provision Of Remote Technical Support To Aid In Troubleshooting And Potential Technical Issues That May Arise During Fieldwork And Gis-based Data Analysis Activities. • review (and Clean) Incoming Field Data To Ensure Data Quality And Integrity And Provide Preliminary Descriptive Analysis Of Operation Data To Monitor Progress. Methods To Carry Out The Activity Establish A Solomon Islands “kobocollect” Online Account With An Inclusive Set Of Relevant Digital Data Collection Forms. Develop A Set Of Unique Household Identification Qr Codes To Be Used To Support Household Mapping And Enumeration Activities. Develop Instruction Guidelines On How To Support The Setup Of Kobocollect And Associated Digital Data Collection Forms For Android Mobile Devices. Establish A Customised Gis Mapping System To Support The Management, Mapping And Analysis Of Project Data. Develop A Short Report Outlining The Key Functionality Of The Custom Gis System And Specific Initial Training Activities Conducted To Support Implementation. Provide Technical Support As Needed For Trouble Shooting And Dealing With Technical Issues. Provide Technical Support To Clean Data And Ensure Data Quality/backup Of Database. Produce A Summary Report, “field Based Data Collection Operations”.   Qualifications & Experience Education Advanced University Degree On Data Science, Gis, Environmental Health, Epidemiology, Social Sciences, Or Another Field Related To Data Spatial Analysis.   Experience • experience In Malaria Or Communicable Diseases Programs And Data Analysis And Gis Systems • experience Working With Government Agencies, International Partners And At Provincial Level In Pacific Island Countries   Technical Skills & Knowledge • familiarity With The Program Development And Implementation • strong Facilitation And Communication Skills. • computer Skills, Including Strong Reporting Skills.   Languages Proficiency In Written And Spoken English   Competencies • solid Communication And Advocacy Skills. • demonstrated Ability To Work In A Multi-cultural Environment And Establish Harmonious And Effective Working Relationships, Both Within And Outside The Workplace. • versatility, Judgment And Maturity.   Applications Qualified And Interested Specialists Should Submit Their Cv {for Individual Contractors} Or Company Profile {for Institutional Applications} And Expression Of Interest {cover Letter} To The Supply Officer Through Wp Ro Ungm At < Wproungm@who.int > By 10 June 2021.  The Cover Letter Should Outline How Their Experience And Qualifications Make Them A Suitable Candidate For This Position And Should Include Their Proposed Daily Consultancy Fee And Availability.
