Background On 31 December 2019, Who Was Informed Of Cases Of Pneumonia Of Unknown Cause Detected In Wuhan City, Hubei Province Of China. The Pathogen Was Subsequently Identified As A Sars Cov-2 And The Disease As Coronavirus Disease 2019 (covid-19) With Cases Detected Worldwide. On 31 January 2020, Who Declared The Event As A Public Health Emergency Of International Concern, And Covid-19 Was Subsequently Characterized As A Pandemic By The Who Director-general. As Cases Continue To Be Reported Globally, Enhanced Preparedness And Response Efforts Are Required In The Region. The Covid-19 Response Operations In The Region Are Expected To Continue For Several Months.   Purpose/specific Objective Of The Activity The Purpose Of This Emergency Deployment Is To Support Effective Country Response Operations Related To The Covid-19 Pandemic, With A Technical Focus On Clinical Management, As Part Of The Incident Management Team (imt) Of The Who Country Office In Papua New Guinea.   Description Of Activities To Be Carried Out Under The Overall Supervision Of The Incident Manager And The Who Representative, The Consultant Will Provide Technical Assistance To The Clinical Management And Infection Prevention Control (ipc) For Covid-19 Response Activities   Methods To Carry Out The Activity • Work In Coordination With The Covid-19 Incident Management Team (imt) To Ensure Clinical Management Priorities And Activities Are Managed Effectively And In Compliance With The Who Technical Guidelines; • Develop Clinical Care Pathways Guidelines/sops To Ensure Every Patient Flow Managed As Per The Who Clinical Care Pathways; • Update Or Revise The Existing Clinical And Ipc Guidelines, Sops And Job Aids For The Health Care Workers And Iec Materials For Patients As Needed; • Support Potential Response Teams In Instituting Appropriate Case Management Measures; • Revise Or Update Training Materials And Tools For Patient Tracking And Reporting; • Support The Country To Improve Clinical Case Reporting From Facility Based And Home-based Isolation Facilities; • Build The Capacity Of Provinces To Ensure Standardized Clinical Services Are Given At The Health Facility Level And Home Care Standards; • Collaborate With Emt Team To Provide Clinical Care At Subnational Level; • Ensure Close Coordination Between Clinical Management, Infection Prevention And Control, And Laboratory Response; • Contribute To Maintaining An Overview Of The Health-related Situation In The Country, Analyse And Synthesise Incoming Field Information On Treatment, Health Facilities, And Health Workers, Ensure That Updates Are Provided On A Regular And Timely Basis To All Levels Of The Response; • Perform Any Other Incident-specific Related Duties, As Required By The Incident Manager Or Who Country Representative   Qualifications & Experience Education Essential:   Advanced University Degree (master’s Level Or Above) In The Medicine Or Nursing Field, With  Focus On Infectious Diseases From An Accredited/recognized Institute Desirable: Qualification In Specialised Medicine Or Nursing, Advanced University Degree In Public Health, Additional Professional Training/specialization In Health Systems, Hospital Management, Training And Education, And/or Other Related Area, And Completion Of The Who Emergency Medical Team Coordination Cell Training Course.   Experience Essential: At Least Seven Years' Practical Experience, At The National And/or International Levels, In The Development, Advocacy, Planning, Implementation Of Case Management And Clinical Care Activities/infectious Diseases In Outbreak, Disaster Or Humanitarian Emergency Desirable: Experience In Epidemiology, Research And Analysis, And/or The Development Of Training Tools And Databases For Monitoring And Evaluation Purposes   Technical Skills & Knowledge • Excellent Communication Skills • Excellent Analytical, Planning And Organizational Skills • Ability To Work In A Team With Limited Supervision • Ability To Work Under Pressure   Languages Proficient In Written And Spoken English   Competencies • Building And Promoting Partnerships Across The Organization And Beyond • Moving Forward In A Changing Environment • Ensuring The Effective Use Of Resources • Fostering Integration And Team Work • Communication In A Credible And Effective Way   Additional Information: Duration Of Contract: 5.5 Months Starting 1 July 2021   Applications Qualified And Interested Specialists Should Submit Their Cv {for Individual Contractors} And Expression Of Interest {cover Letter} To The Supply Officer Through Wp Ro Ungm At < Wproungm@who.int > By 22 June 2021.  The Cover Letter Should Outline How Their Experience And Qualifications Make Them A Suitable Candidate For This Position And Should Include Their Proposed Daily Consultancy Fee And Availability.
