Dear Bidder, UNDP is currently facing technical issues with the Atlas system Atlas Applications are currently experiencing intermittent poor performance and UNDP is working closely with the service providers and vendors to resolve the issue as soon as possible. We apologize for any inconvenience this causes. In order to allow the UNDP Lebanon Country Office to continue with its procurement processes, the Country Office exceptionally accepts the submission of bidding documents for the Atlas eTendering event Number 0000003549 Reference Number LBN/CO/RFQ/29/19 in the following format: 1. Submission by email: The financial proposal documents (Returnable forms F and G) must be submitted as a password protected file by the email address lb.bidding@undp.org It is required to include in the subject line the Atlas eTendering Event Number and Reference Number. After the deadline, UNDP will request bidders to submit their password for the financial proposal file opening. 2. Submission in sealed envelopes: If a bidder finds it difficult to submit the financial proposal as a password protected file, the financial proposal may be submitted in a sealed envelope and sent to the UNDP Country Office before the deadline of submission. The closed envelope shall be clearly marked with the reference number of the Atlas bid event and the bidding reference number. Please note that the UNDP Country office has often deadlines for bidding events on the same day for different projects. If the envelopes are not properly marked, there is a risk that envelopes are not clearly linked to a particular bidding event and they will remain unopened and not evaluated.  In this case the bid will be rejected. The envelope shall have as well the bidders name and contact details. The overall maximum size of attachments included in one email shall not exceed 30MB.
