The Norwegian Public Roads Administration, the Division of Transport and Society, the Department of Community Development and the Climate, the Section for Overall Planning (henceforth referred to as Contracting Authority) would like, on behalf of the transport enterprises (Avinor AS, Bane NOR SF, the Norwegian Railway Directorate, the Norwegian Coastal Administration, Nye Veier AS and the Norwegian Public Roads Administration) to establish a framework agreement with up to three tenderers in connection with development assignments associated with the CUBE goods model system. The purpose of the procurement is to procure assistance related to major development assignments on the National Modelling System for Goods Transport. The estimated value is between NOK 5 – 30 million. The maximum value is NOK 30 million.

The contract work includes engineering design services for and the construction of a new approx. 1.4 km 4-lane E18/E39 Gartnerløkka – Kolsdalen, with the accompanying road systems and area use in accordance with the attached development plan. The main work consists of building constructions, roads, and green installations, electrical installations, technical traffic equipment, alterations to technical infrastructure, road, railway, and harbour installations, as well as completion and commissioning. The existing roads, railway track, and constructions are to be demolished. Emphasis is put on the fact that the project will be carried out close to an urban area with constricted conditions. The contract must be carried out with model based engineering design services. The traffic on the E18/E39 in the area by Duekniben is approx. 40,000 vehicles a day (ADT), with approx. 10% heavy traffic. Traffic flow during the day and week is characterised by rush hour traffic and ferry traffic.

The objective of the contract is to establish a cooperation with a tenderer that will support the contracting authority in the roads field with the correct competence and agreed capacity. The objective of the contract is to: • Give access to IT competence with flexible capacity that will assist the Norwegian Public Roads Administration with the development, administration, and maintenance of the products in the portfolios. • Achieve the required flexibility for competence needs. We see it as probable that the need will vary over time, across the organisation, according to type of competence and duration. • Give the Norwegian Public Roads Administration a collaboration partner/supplier for consultants within the roads field with the accompanying product areas.

The Norwegian Public Roads Administration [Statens vegvesen] Maintenance West1 will enter into framework agreements with 3 tenderers. The framework agreement generally covers maintenance work on national roads in Sogn og Fjordane and parts of Hordaland. Gudvangen E16 to the E16/Rv13 junction in Vinje. Vangsnes Rv13 to the E16/Rv13 junction in Vinje. Oppedal ferry quay E39 to Knarvik in Nordhordaland.

The Norwegian Public Roads Administration is requesting tenders for the delivery of secretarial services for ROADEX Network. ROADEX Network is a collaborative forum for sharing knowledge between different partners/organisations that handle the management, operation and maintenance of road infrastructure. The countries currently involved are Norway, Sweden, Finland, Scotland, Ireland and Iceland. The assignment is to be a resource consultant for ROADEX Network. The purpose of the secretary is to help the partners to move forward with the collaboration, recognise synergies within the collaboration, manage the secretariat on a daily basis, carry out new projects on behalf of the partners and provide guidance to the partners on topics related to low-traffic road management and ROADEX technology.

The purpose of the procurement is to enter into an agreement with an Autodesk distributor for access to the most flexible, cost-optimised and future-oriented DAK portfolio that meets the Contracting Authority's needs and ensures that the system is designed for stable and predictable uptime.
