The contract work includes engineering design services for and the construction of a new approx. 1.4 km 4-lane E18/E39 Gartnerløkka – Kolsdalen, with the accompanying road systems and area use in accordance with the attached development plan. The main work consists of building constructions, roads, and green installations, electrical installations, technical traffic equipment, alterations to technical infrastructure, road, railway, and harbour installations, as well as completion and commissioning. The existing roads, railway track, and constructions are to be demolished. Emphasis is put on the fact that the project will be carried out close to an urban area with constricted conditions. The contract must be carried out with model based engineering design services. The traffic on the E18/E39 in the area by Duekniben is approx. 40,000 vehicles a day (ADT), with approx. 10% heavy traffic. Traffic flow during the day and week is characterised by rush hour traffic and ferry traffic.

ROADEX Network is a collaborative forum for sharing knowledge between different partners/organisations that handle the management, operation and maintenance of road infrastructure. The countries currently involved are Norway, Sweden, Finland, Scotland, Ireland and Iceland. The assignment is to be a resource consultant for ROADEX Network. The purpose of the secretary is to help the partners to move forward with the collaboration, recognise synergies within the collaboration, manage the secretariat on a daily basis, carry out new projects on behalf of the partners and provide guidance to the partners on topics related to low-traffic road management and ROADEX technology.
