Norfolk Assistance Scheme Framework Agreement - AWARD-Norfolk County Council (NCC) has tendered for a Norfolk Assistance Scheme framework agreement. NCC introduced a Local Assistance Scheme in April 2013 in response to the abolition of part of the Discretionary Social Fund scheme administered by the DWP.
