As part of the German Climate and Technology Initiative (DKTI), the Federal Ministry for Economic Cooperation and Development (BMZ) in Germany has commissioned a project titled "Promotion of transformation to sustainable and climate-friendly Electric Mobility in India (E-Mobility)". The technical cooperation project is part of Green Urban Mobility Partnership (GUMP) between India and Germany. Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and Ministry of Heavy Industries (MoHI) shall be jointly implementing the E-Mobility project. The objective of the project is "to improve the conditions for coupling the transport and energy sectors for climate-friendly electric mobility and achieve sustainable, socially balanced, and inclusive urbanisation (SDG 11) by improving the environmental and industrial protection of the environment and infrastructure in urban areas, in particular with regard to environmental and climate aspects and the improvement of living conditions, especially for the poor urban population". The project will support MoHI and its partner cities in linking the transport and energy sectors for climate-friendly electric mobility. As part of the project, Germany together with India as a global partner shall be working on the core topic "Responsibility for our planet - climate and energy" of the BMZ reform concept 2030 and contribute to Action Field 1 "Climate Protection and Adaptation to Climate Change", Action Field 2 "Renewable Energies and Energy Efficiency" and Action Field 3 "Sustainable Urban Development including Mobility". Electric Vehicles (EVs) are being rapidly integrated into the energy systems of many countries to reduce carbon emissions from the mobility sector to mitigate climatic issues. More specifically, the push for EVs is driven by the global climate agenda established under the Paris Agreement to reduce carbon emissions to limit global warming. India, similar to many other countries pledged to reduce the emission intensity of its Gross Domestic Product (GDP). India"s transport sector has a share of 13.5% to the total energy related CO2 emissions and road transport is responsible for 90% of these emissions. Therefore, transport sector shall play a very critical role in reducing the overall carbon footprint. Under the said project, one of the primary objective is to support the development of a systematic plan and implementation strategy for electric mobility in the identified partner and scale-up cities with active participation of the relevant urban local bodies. To deliver this, GIZ seeks the services of a consultancy to support develop the strategic competencies of relevant actors from the identified cities by strengthening their capacities through technical advisory, trainings, and with sector-specific solutions to select suitable vehicle types, aspects relating to batteries (life cycle and sustainable disposal, recycling) of Evs, renewable energy souricng, technology concepts, identify business and financing models to faster adopt electric mobility, develop charging infrastructure, and provide necessary support in other relevant areas of electric mobility.

Within the project "Promotion of small and medium-sized enterprises in Benin" the specific module objective for the project in Benin is: The employment-generating growth of Benin micro, small and medium-sized enterprises (MSMEs) is increased. The following outputs have been defined: - Output 1: The entrepreneurial and technical capacities of MSMEs are strengthened. - Output 2: Support services and structures for MSMEs are sustainably further developed. - Output 3: Appropriate processes for attracting and managing human resources are available to MSMEs. These Terms of Reference belong to Output 1, 2 and 3 and the contractor is expected to contribute to achieving the objectives specified for these outputs. Target groups are: - Self-employed tradespeople and owners of MSMEs - Employees of MSMEs - Job seekers, including women and young people in particular The activities focus on the regions of Atlantique, Littoral, Ouémé, Mono, Atacora and the municipalities of Djougou and Copargo in the Donga region. The following industries have been identified as having high potential with regard to the project objectives: Processing of nuts/seeds; Processing of fruits and vegetables; Vegetable cultivation; Beekeeping; Poultry farming; Fish farming; Services for food and agriculture; (Eco-) tourism, incl. hospitality and handicrafts; Production of cosmetic products; Renewable energies Relevant partners The TC module will cooperate closely in implementation with several institutions, including the Benin Agency for SME Promotion (Agence de Développement des Petites et Moyennes Entreprises, ADPME) with its mandate to promote and develop MSMEs through accompaniment, financing and market access support, and the Chamber of industry and commerce Benin (Chambre de l'Industrie et du Commerce du Bénin, CCIB). Strategy: The project aims to improve the employment-oriented growth of MSMEs in Benin. To this end, relevant state and private-sector actors are supported in developing and improving advisory, training and coaching services for growth-oriented MSMEs and in imparting technical and entrepreneurial skills to entrepreneurs. In addition, the human resource planning of MSMEs is to be improved and job seekers are to be better placed with MSMEs in need of personnel through new placement formats. A special focus is on women and young people seeking employment. Output 1 aims to strengthen entrepreneurial and technical capacities of MSMEs. The impact hypothesis is that by increasing entrepreneurial and technical capacities, product and service quality will be improved and new customer segments and markets will be better developed. This will increase the employment-generating growth of Beninese MSMEs (module objective). Output 2 aims to sustainably develop support services and structures for MSMEs. The impact hypothesis is that improved capacities of technical and managerial staff of national and regional MSME promotion institutions and sector associations will lead to a more effective range of services for MSMEs, which will improve the capacities and thus the growth potential of MSMEs. This can increase the employment-generating growth of Beninese MSMEs (module objective). Output 3 aims to ensure that MSMEs have appropriate processes for attracting and managing human resources. Good processes for human resource planning and management increase the economic planning and efficiency of the enterprises. Improved placement mechanisms enable demand-driven human resource needs to be better met. This can increase growth and employment of Beninese MSMEs (module objective).

Im Kern soll insbesondere die Leistungsfähigkeit der Akteure in den Wertschöpfungsketten Reis, Maniok und Soja - unter Berücksichtigung von umwelt-gerechten, agrarökologischen Produktionspraktiken - verbessert werden. Zielgruppe des Vorhabens sind: kleinbäuerliche Betriebe in der Primärproduktion und KKMU in der Verarbeitung und Vermarktung in den Wertschöpfungsketten Reis-, Maniok und Soja; ernährungsunsichere Haushalte. Der politische Partner ist das Ministerium für Landwirtschaft, Tierressourcen und Fischerei (MARAH). The water and sanitation sector is one of the three priority areas of cooperation between the Republic of Benin and the Federal Republic of Germany. The new AGIR-Eau project (Appui à la Gestion Intégrée des Ressources en Eau dans le context du changement climatique - Support for Integrated Water Resources Management in the context of climate change), financed by the Federal Ministry for Economic Cooperation and Development (BMZ), supports the implementation of Integrated Water Resources Management (IWRM) in the Pendjari, Mékrou and Mono river basins, as well as the management of wastewater and fecal sludge in the Grand Nokoué and two secondary towns (Djougou and Lokossa). The Ministry of Water and Mines (MEM) is the project's supervising ministry. The project is composed of three fields of activities, each corresponding to an Output: 1) Policy and strategic support (Output 1) 2) Integrated Water Resources Management (IWRM) in the context of climate change (Output 2) 3) Wastewater and Faecal Sludge Management (Output 3) Output 1 aims to develop, update and implement water management action plans and programmes that improve climate resilience and gender equality. This area of work provides strategic support to partner ministries (Ministry of Water and Mines, Ministry of Environment and Sustainable Development, Ministry of Health). Through this component, institutional support is provided as well as the drafting of some strategic documents for the sub-sectors of integrated water resources management and wastewater management. The activities of this component also support governmental reforms for a better support to the Beninese state. Component B (Output 2) implements activities to strengthen the capacity of the Ministry of Water and Mines (MEM) and its technical directorates and local water committees on Integrated Water Resources Management in the Pendjari, Mekrou and Mono river basins. The aim is to develop integrated water resource management measures that are resilient to climate change. These measures should enable the populations (especially women) to improve their income and the local water committees to have the financial means to invest in the protection of the resource. In addition, the project will strengthen the Flood Early Warning System (SAP) by rehabilitating the existing network with new telemetric sensors and improving the collection and transmission of real-time sensor data. Output 3 aims to develop the basic elements of a service chain in the field of wastewater and faecal sludge treatment. This sector is one of the new priorities of the Beninese government and many projects are currently underway (both in Greater Cotonou and in the country's secondary cities) on the setting up of the faecal sludge management service and the construction of treatment plants. In particular, German cooperation, via KfW, has built a faecal sludge treatment plant (STBV) in Calavi to treat the sludge of 300,000 inhabitants of Greater Nokoué. The construction of this STBV is now being finalised. Another STBV financed by the World Bank is being completed in Semé-Podji. Interventions in the field of "Wastewater and faecal sludge management" will concern the whole of Grand Nokoué and two secondary towns, but special attention will be given to the STBV financed by KfW.

The health care sector is one of the most important and fragile service sectors in Syria. Since the outbreak of the war, health care facilities have been targets of bombing leaving only about 55% of them still operational. Due to the destruction of infrastructure and the specific attacks on medical staff, over half of the medical personnel have left the country or are no longer working. As a consequence, access to health care is severely restricted everywhere and for all population groups. The ongoing hostilities place enormous mental strain on the Syrian population and internally displaced persons (IDPs). They have suffered violence for many years, have had to fear for their lives and have only few economic resources left. Millions of Syrians suffer from medical disorders to which the present health care system cannot respond adequately. The provision of medical services and psychosocial support is insufficient. Therefore the programme: Promoting Employment in the Health Sector and Mental Health and Psychosocial Support (PEMS) was established in 2017 with the goal of improving access to medical care and psychosocial support for local populations and IDP in selected parts of Syria. The programme strategy is based on conducting cash-for-work measures to meet short-term needs and by financing the salaries of medical staff and administrative personnel in the health sector to secure jobs and maintain health care in selected governorates. Additionally, the programme supports basic and continuing education, training, and the employment of a wide range of health workers, such as psychosocial workers (PSWs), doctors, community health workers and referral and ambulance staff.
