The project concerns the modernisation, including further possible electrification of the Kovel–Yahodyn–Polish border line, with the aim to recover original design speed and possibly electrification, aligning with the relevant standards as specified in TEN-T regulation, increase capacity of the line and operational speed and reduce travel times, improve traffic safety and reliability of the railway infrastructure, and thus support the growth of passenger and freight traffic on the line.

The objective of this technical assistance is to assist ILLER BANKASI A.S. (ILBANK) in the preparation and implementation of priority investment sub-projects for the municipalities and utility companies in the target provinces of the Republic of Turkey with the aim to provide essential water and sanitation services. The services include the monitoring, support to supervision for the works contracts and the reporting on implementation of the sub-projects. The TA also aims to strengthen the technical, financial and due diligence capacity of ILBANK, the municipalities and water utilities in preparing technically and financially viable Investment Projects in line with EIB standards, through capacity building activities

The overall objective of the assignment is to support the ELENA facility raise its profile and visibility in order to maintain a healthy project pipeline over the coming years. By delivering an intensified communication and event programme, and other associated activities, this assignment will reach out to ELENA’s target audiences and stimulate the flow of applications for technical assistance.

This call for tenders aims at acquiring various learning programmes for the EIB Group staff through the following services: — blended learning programmes design, — customization to EIB specific needs, if required, — delivery in instructor-led face-to face or virtual mode, — delivery of other blended learning materials if required: videos, articles, exercises etc., — measurement of outcomes, quality check and continuous improvement.

Consultant shall undertake the following scope of work for the study section: • development of the preliminary design for alignment, superstructure, tunnel, structures, drainage, stations and road level crossings including the option analysis considering the relevant aspects, e.g. technical/technological, operational, environmental, financial, economical; • preparation of the feasibility study (including demand and cost-benefit analysis) and preliminary project procurement strategy; • preparation of environmental and social impact assessment (ESIA), stakeholder engagement plan (SEP), non-technical summary (NTS) and resettlement action plan (RAP); and • preparation of procurement documentation for the next step of project preparation.
