The overall objective of DESIREE programme is to foster sustainable and inclusive socio-economic growth in selected partner countries and develop sustainable business models for the provision of clean, climate-friendly and energy efficient solutions. The programme will support the development of an enabling environment, will implement capacity building support and technical assistance to key actors and provide blended finance to support innovative business models and realise sustainable investments with private sector participation. The programme will contribute to energy savings, improved access to clean energy, job creation, improve health and education outcomes, raise productivity, reduce indoor and outdoor air pollution and promote financial inclusion. The present assignment concerns the programme management throughout the five-year implementation period of the DESIREE.

The technical assistance (TA) is designed to support the water and wastewater sector Framework Loan financing a climate-change resilience initiative that will support the reconstruction of infrastructure damaged by cyclones Idai and Kenneth in 2019. The Framework Loan operation is embedded in the Disaster Recovery Framework (DRF) which was prepared under the leadership of Mozambique’s Cabinet for Post-Idai and Post-Kenneth Reconstruction. The TA will support the promoter and the implementing agencies in the sub-projects preparation and implementation.

The project concerns the modernisation, including further possible electrification of the Kovel–Yahodyn–Polish border line, with the aim to recover original design speed and possibly electrification, aligning with the relevant standards as specified in TEN-T regulation, increase capacity of the line and operational speed and reduce travel times, improve traffic safety and reliability of the railway infrastructure, and thus support the growth of passenger and freight traffic on the line.
