Since 2010, the ECB implements an environmental management system (EMS) in accordance with the international standard ISO 14001:2015 and Regulation (EC) No 1221/2009, as amended by Regulation (EU) 2017/1505 and 2018/2026. The priority of the ECB remains to prevent greenhouse gas emissions wherever possible, limiting emissions in areas in which they cannot be avoided. Where emissions cannot be further limited and as greenhouse gas emissions cannot currently be reduced to zero, the ECB decided to offset its greenhouse gas emissions expressed in tonnes of CO2 equivalent as a complementary measure to its mitigation efforts. The ECB launched a dynamic purchasing system (DPS) with a duration of initially 2 years from 4 October 2022, extendable at the ECB's option by another two years [PRO-006760/contract notice 2022/S177-499693). Under this DPS, the ECB launched an invitation to tender pursuant to Article 19(5) of the ECB Decision laying down the rules on procurement.

The European Central Bank is seeking through this accelerated open procedure a supplier for the provision of power supply for the ECB’s premises and intends to award a contract (the ‘Contract’) to the supplier offering the best price. The supply of power shall consist of green electricity from regenerative sources, verified by the Federal Environment Agency’s origin register (Herkunftsnachweis), or equivalent. The use of the network is to be agreed by the successful Tenderer in its own name with the respective network operator ('Händlerrahmenvertrag'). The local net operator is Netzdienste Rhein Main GmbH. The ECB reserves the right to agree separately on the use of the network with the network operator at a later date ('Netznutzungsvertrag').

The European Central Bank (ECB) has developed a crisis management response structure and crisis management plans as part of its Business Continuity Management programme. Business continuity and crisis management plans have been developed aiming at ensuring that the ECB is able to continue performing its most critical duties and mitigate negative reputation and financial impacts in case of severe incidents and potential operational crises. In order to enhance its crisis management capabilities, its business continuity readiness, and overall resilience, the ECB awarded a framework agreement valid for 4 years from the date of the contract signature with the possibility for two 1-year extensions.

The ECB sought for a supplier for the provision of consultancy services for facility management business processes, data migration and data management (lot 1) and for consultancy services for CAD and data management support for construction and engineering drawings and documents (lot 2). The successful bidder has to deal with facility management business processes and how they are implemented in the current software solutions (e.g. CAFM as core component for operations (Planon), AutoCAD as the drawing basis for change activities, ECB technical document storage (Meridian from Accruent) plus external databases such as BFSM database), but also with the as-built documentation provided by the construction companies. All systems are up and running now. Some data still needs to be uploaded and data maintenance and verification is ongoing. A TDM knowledge base has been created to support the upload and maintenance of data.

The ECB is seeking a single supplier for the provision of waste collection, recycling and disposal services in all its premises in Frankfurt am Main. The scope of the contract shall comprise the orderly and timely pick-up and disposal of waste and recyclables, sorted in fractions, from the premises as well as the provision, cleaning, maintenance and replacement of containers, self-press containers and coupling containers for fix press stamps from the premises and may also include waste management services in locations used by the ECB in the periphery of the city of Frankfurt am Main. The ECB pursues the goal of an optimal, economical, ecological and sustainable management of its premises by means of the professional recycling and disposal of all waste fractions through experienced and performing facility management suppliers in a cooperative relationship without damage to the buildings, the health of the staff, contractors and visitors, and the environment.
