The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Labour Assessment and Management Procedures to support the design of a new IFAD Project. IFAD, together with the Recipient Government are developing a new project with the aim of strengthening the fisheries sector and its contribution to rural livelihoods. in a developing country context, in Eritrea. In any new project, social, environmental and climate sustainability is critical for achieving IFAD’s mandate. In order to achieve these, IFAD has put in place its Social, Environmental and Climate Assessment Procedures (SECAP), last updated in 20211. A standard part of IFAD’s SECAP process is to produce a labour assessment and management procedure (LA/MP), which facilitates planning and assists the borrower/recipient/partner in ensuring that project implementation adheres to the requirements of Standard 5: on Labour and working conditions. The LA/MP identifies the main labour requirements and risks associated with the project and helps the borrower/recipient/partner to determine the resources necessary to address project labour issues. The duration of the contract will be is 2 and half (2.5) months, commencing from the date of signing. It is expected that the service will commence promptly upon the execution of the contract. More generally, the objectives of the assignment will be to: 1. Provide an overview of domestic labour legislation, Policies and Procedures, and international agreements. 2. Document the availability and strength of evidence on labour practices and associated risks as well as any evidence gaps across all of the dimensions within Standard 5. 3. Concretely identify and document the different types of labour use in the project, documenting which arrangements would be in place for each proposed activity including the number and characteristics of project workers, their main tasks, and the nature of their engagement and contract terms, and recommend project activities and related implementation arrangements (including potential alternative ones) that would ensure the project fulfils requirements of Standard 5 4. Based on the evidence available, assess potential labour risks across all dimensions within standard 5, identifying both known risks and potential ones. 5. Develop a labour management plan, which includes i) policies and procedures for risk mitigation to minimize or avoid any remaining risks, ii) labour implementation arrangements for components and activities, iii) grievance and redress mechanisms, iv) monitoring and supervision arrangements, v) Contractor management Contractual provisions, and Actions to take when a forced labour issue arises.
