The Central Bank requested responses for the supply of digital and print subscriptions and associated services as outlined in the Invitation to Tender (“ITT”) document. The digital and print subscriptions are as follows: i. Library digital subscriptions may include enterprise licence, team licence, single or multiple user login subscriptions to websites, ebooks, electronic journals and newspapers, online databases and other electronic publications and email newsletter subscriptions; and ii. Library print subscriptions may include subscriptions to any hard copy or printed periodical, journal or magazine. During the lifetime of the Contract, the Central Bank may require the successful tenderer to provide additional subscriptions that are relevant to the Central Bank’s requirements. Where the Central Bank notifies the successful tenderer of such a requirement, the successful tenderer will be required to submit the associated costs to the Central Bank for agreement.

Central Bank of Ireland (the “Central Bank”) has a requirement for external audits to be carried out by an independent auditor or a firm of auditors recommended by the Governing Council and approved by the EU Council, as required under Article 27.1 of the Statute of the European System of Central Banks (ESCB) and of the European Central Bank (ECB). In June 2022 the Central Bank issued an OJEU level tender, using the Open procedure, seeking a service provider for the provision of external audit services to the Central Bank. The Central Bank received no tenders in response to this competition. As such, and in accordance with Article 32(2)(a) of Directive 2014/24/EU (the “Directive”), the Central Bank entered into a negotiated procedure without prior publication to award a contract for these services. This process is set out in further detail in Section IV.1.1 of this notice.
