Building knowledge and exchanging experience: support to regions for addressing brain divide and mitigating challenges associated with population decline of tertiary educated population.

This contract for a pilot project on a European Homelessness Count aims at: 1. identifying a common operational definition of homelessness and a common data collection methodology; and 2. testing it at city level in different Member States. By doing so, it will promote the regular and comparable collection of data on homelessness at local level. The results will inform local, national and European authorities and policymakers about the nature and scope of homelessness, and the different dimensions and profiles of homelessness. The project would also help to create public and political awareness about homelessness and contribute to creating a greater consensus to solve it. Finally, the project will work on proposing a common methodology, to allow making data comparable and drawing lessons about the profile of homeless people at EU level.

The EU technical facility for biodiversity and ecosystems services (B4Life 2.0) will consists of setting up and running a Technical Assistance Facility to provide support and expertise in the sector of biodiversity, ecosystem services and natural resources management, to EU staff in Headquarters (from DG INTPA and DG NEAR) and in Delegations, as well as to partner countries.

Many emerging and developing countries point to the need for capacity building for transparency and for modelling needed for the development of climate strategies, policies and NDCs. The first and second iteration of Nationally Determined Contributions (NDCs) submitted to the UNFCCC, suggest that many countries would benefit from improved data and modelling, to better understand the potential for domestic climate action and policies and for evidence-based policymaking. This contract intends to alleviate a part of this gap by supporting experts based in relevant institutes in selected developing countries to enhance the national capacity to model climate policy, project national greenhouse gas emissions, prepare targets and estimate the impacts of domestic policies and measures, as well as to track progress towards the achievement of their NDCs. The contract should also support experts’ participation in meetings that are of interest to the modelling community.

The tender aims to design, develop, deliver and maintain HERA’s Advanced Technology for Health INtelligence and Action IT system (ATHINA). Divided in three lots, it concerns: 1. development and maintenance of ATHINA state-of-the-art backbone, survey module, and public health (PH) and medical countermeasures (MCM) case management module; 2. functional analysis of the other ATHINA modules on information systems linking, threat assessment, simulation and analytics, and emergency response; 3. analytics as managed services.
